Under general supervision, this position supervises a team on an assigned shift that are responsible for maintaining and repairing specialized Fire and Rescue Department (FRD) equipment and apparatus. Assists in planning and organizing maintenance and repair operations, diagnosing issues, and performing specialized repairs. Oversees inventory management and ensure functionality of all equipment. Leads and instructs a team of skilled apparatus mechanics in the repair, maintenance, and testing of fire pumps, hydraulic systems, and generators. Supervises design, construction, and fabrication of specialized FRD equipment. Detect, diagnose, and repair complex electrical problems in multi-plex and non-multi-plex vehicles. Responds to major emergency incidents for prolonged operation of fire and rescue vehicles. Schedules and facilitates certification testing of specialized fire apparatus. Ensures compliance with facility safety guidelines and equipment maintenance requirements. Manages accountability, record keeping, maintenance, inspections, and certification for all shop equipment. Identify, schedule, and approves overtime for assigned personnel to meet mission support needs.

- Supervises all equipment maintenance and support operations on an assigned shift or at an off-site location;
- Coordinates and oversees a variety of garage activities, such as vehicle and tire repair, road service, preventive maintenance, fuel site, etc.;
- Directs and coordinates the annual testing and certification of apparatus pumps and aerial devices;
- Responsible for the accountability, record keeping, maintenance, inspection and certification requirements for all shop equipment;
- Directs, administers and coordinates the repair and maintenance of heavy and special purpose equipment at an off-site facility;
- Oversees inventory management on a day-to-day basis;
- Establishes and reviews work schedules to ensure best utilization of personnel;
- Coordinates repairs and priorities with the facility's Fire Apparatus Supervisor, commercial repair firms and customers as required at the Newington facility;
- Supervises and participates in the inspection of motor vehicles and monitors compliance with maintenance practices;
- Reviews repair orders and commercial job tickets for accuracy and completeness;
- Ensures that fleet statistical data is maintained for reference;
- Assists the Fire Apparatus Supervisor with the written justification for long-range budget requirements for staffing, operating expenses, and capital equipment;
- Prepares periodic activity reports;
- Conducts audit compliance inspections at the Newington facility;
- Assists in preparing vehicle specifications;
- Coordinates the receipt of new equipment between vendors and customers;
- Responds to major emergency incidents in order to ensure FRD apparatus remain mechanically operational;
- Provides assistance in preparation of FEMA/USA ID teams for activation, and may be deployed as part of the team;
- May test drive vehicles to ensure proper maintenance;
- Handles customer complaints;
- Performs performance evaluations, employee discipline, counseling and training at Newington Facility;
- Assists Safety Coordinator in accident investigations.

Required Knowledge Skills and Abilities

- Thorough knowledge of the methods, equipment and supplies used in motor equipment repair, maintenance and garage management;
- Thorough knowledge of requirements for deployment of equipment to remote locations and the type of equipment cache that will be needed for specific types of emergency incidents;
- Ability to perform mechanical repairs;
- Ability to plan, schedule and supervise the work of others;
- Ability to perform audits of site records, work procedures, facilities and equipment and take corrective action as required;
- Ability to keep records and prepare reports;
- Ability to work with various business firms in the procurement of equipment;
- Ability to maintain good working relationships with County staff.

Employment Standards

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to: High school graduation or a GED issued by a state department of education; Plus, five years of experience in vehicle maintenance; Related automotive technical education or trade training above the high school level may be substituted for experience on an hour for hour basis; Possession of a set of personal hand tools commonly used in the automotive section to which assigned is required upon appointment.
PREFERRED QUALIFICATIONS:
- Commercial Driver's License (CDL) - Class A
- Emergency Vehicle Technician (EVT) Fire Apparatus Technician - Level 1, F1 -Inspections, maintenance, and testing of fire apparatus
- Emergency Vehicle Technician (EVT) Fire Apparatus Technician - Level 1, F2 - Design and performance standards of fire apparatus
- Emergency Vehicle Technician (EVT) Ambulance Technician - Level 1, E0 -Inspections, maintenance, and testing of ambulances
- Emergency Vehicle Technician (EVT) Ambulance Technician - Level 1, E1 - Design and performance of ambulances
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, commercial driving record check, sanctions screening and driving record check to the satisfaction of the employer.
CERTIFICATES AND LICENSES REQUIRED:
May be required to provide copies of driving record periodically for verification of driving status;
Employees must obtain and maintain Emergency Vehicle Technician (EVT) certifications within 18 months of assignment to the position.

PHYSICAL REQUIREMENTS:
Employee must be comfortable working at elevated positions above 8 feet. Employees must be able to climb under, in, out and on top of specialized fire apparatus in sterile and dynamic environments. Must be able to lift and move up to 50 pounds on more than one occasion. Must be able to operate a wide variety of motor vehicles including specialized fire apparatus. Visual acuity is a necessity.
