The Governor's Office of Economic Development and International Trade ("OEDIT") was created to foster a positive business climate that encourages quality economic development through the support of local and regional economic development activities throughout the State of Colorado. A comprehensive slate of programs within OEDIT's divisions work together to offer economic development services for all Colorado businesses - new and expanding, traditional and emerging, small and large - including retention programs to ensure continued competitiveness of Colorado's economic base, and job training to keep Colorado's workforce the best in the nation.


Description of Job

OEDIT's Finance team provides budgeting and accounting oversight, technical assistance, and reporting services. The Accounting Manager is primarily responsible for directing administrative and operational activities associated with the collection and disbursement of funds and the recording of all financial transactions of OEDIT accurately and timely. The Accounting Manager has responsibility for overseeing day-to-day accounting activities and providing high quality accounting services, fiscal training and fiscal technical assistance for all staff within OEDIT. The position reports to the CFO/Controller and has supervisory responsibility over two accounts receivable/payable accountants. On-site work is required as dictated by the needs of the job with the potential for remote work 3 days per week once an individual is fully trained and competent in the job.

Essential Duties:

  • Overseeing the day-to-day activities for OEDIT's accounting unit, accounts payable/receivable operations including all aspects of the end-to-end AP functions, AR functions, check deposits and collection in accordance to GAAP, GASB, state/federal statutes, fiscal rules and regulations

  • Supervise and train up to three employees including, but not limited to, organizing, prioritizing, and scheduling work assignments; evaluating performance; and mentoring and coaching direct reports

  • Responsible for reviewing/approving invoices, lease payments, vendor payments, cash receipts and ensuring timely transactions, and oversight of approvals for all of operations

  • Research and resolve internal and external inquiries concerning accounts payable issues and status, including communicating resolution to appropriate persons

  • Partner with the procurement & contract team to resolve purchase order, receiving and/or invoicing issues to ensure timely resolution of discrepancies

  • Cultivate extensive knowledge and understanding of Federal and State fiscal rules, laws, regulations and ability to analyze complex accounting problems, interpret operational needs, and develop integrated, creative solutions.

  • Design and implement integrated financial control systems, policies, and procedures, with support from OEDIT leadership, Controller, and Deputy Controller

  • Communicate and work effectively with a wide range of constituencies in a diverse community

  • Assist Deputy Controller in maintaining comprehensive policies and procedures with controls designed to safeguard assets and ensure compliance with applicable requirements and regulations.

  • Coordinate collection workflow, prepares and/or reviews all collection reconciliations and facilitates and/or provides assistance with timely and proper resolution of outstanding items.

  • Prepare and review journal entries; oversee various accounting activities for the month end closing process and preparation of internal reports, review and analysis. This includes reconciliation of various balance sheet accounts entailing in-depth analyses of underlying data and investigation of account details, as appropriate.

  • Conduct meetings and trainings with various staff and/or colleagues within OEDIT to ensure understanding of and ongoing compliance with fiscal policies and procedures.

  • Support the Deputy Controller as the expenditure accounting subject matter expert at OEDIT; collaborate with the other cabinet Finance Leads in achievement of overall financial operational goals.

  • Responsible for AP/AR year-end close activities and reporting, working with the team to ensure reporting is correct and timely.

  • Assist in monitoring diagnostic reports related to expenditures to avoid/resolve overexpenditures and financial irregularity.

  • Assess OEDIT's accounting processes with goals of continuous improvement in automation, productivity, and service, while ensuring strong internal controls. Initiate, facilitate, and coordinate process redesign where appropriate and in relation to functional areas assigned, to address evolving needs and enhance operational efficiencies.

  • Conduct internal reviews in accordance to GAAP, GASB, state/federal statutes, fiscal rules and regulations to identify and address fiscal compliance gaps and be responsible for risk mitigation actions. Identify, communicate, and recommend steps to mitigate emerging risks and quality trends in expenditures.

  • Support the communication and remediation of findings identified through monitoring and compliance.

  • Improve financial infrastructure enhancement by providing fiscal training to staff, cross training with staff/colleagues. Identify areas to improve fiscal service excellence in OEDIT and maintain an accurate desk manual.

  • Performs other duties as assigned or required.


Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education and Experience

Minimum Qualifications:

  • Bachelor's degree in Accounting from an accredited US college or university

  • Five (5) to seven (7) years of progressive accounting, financial reporting or audit experience

  • Extensive working knowledge of computerized accounting / general ledger related applications; Knowledge of report writing applications.

  • Strong analytical, critical thinking, and decision-making skills

  • Excellent data analysis skills & demonstrated effectiveness dealing with complex processes & systems.

  • Demonstrated success managing staff & office operations; strong leadership & team building skills.

  • Strong time management and planning skills required to coordinate and prioritize multiple projects simultaneously while adapting to changes in business requirements in a fast-paced environment.

  • Ability to work effectively with professional, non-professional, student personnel and/or various outside agencies in a professional & friendly manner; demonstrated success & commitment to exceptional customer service.

  • Ability to clearly & effectively express self in written & oral communication.

  • Ability to function independently with a minimum of supervision, but willingness to receive & respond to direction.

  • Advanced skill in Microsoft Excel, Access, and other Office Suite programs.

Preferred Qualifications:

  • Master's degree in a related field including accounting or a CPA, CMA or CFA certificate preferred.

  • Experience working in a State of Colorado agency or Colorado public institute of higher education is preferred.

  • Extensive experience working with the State of Colorado financial system CORE and accounting principles of the State is preferred.

  • Knowledge and experience using SalesForce to track and manage workflow, specifically related to accounting and finance.

  • More than ten (10) years of experience managing general accounting and/or financial reporting of which the last five (5) years have been in a supervisory or managerial capacity and included supervising, hiring, and evaluating staff.

Supplemental Information

Salary Range: $90,000 - $110,004 Annually

This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. "At-will" employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
