Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $135,000 to $155,000/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $104,900 to $198,900/year.

Brief Summary of Job Duties:
Deputy Certified Building Official manages the administrative aspects of various internal inspectors, contracted inspection teams, special inspectors as well as plans examiners by coordinating their activity and technical work.
Serves as an expert on building code issues and advises the following areas on both routine and complex code compliance related issues: Project Management staff, Building Official, Fire Marshal, Director of Design & Construction Services, Director of Facilities Management and the Director of Housing, Dining and Auxiliary Services.
The Deputy Certified Building Official position is considered a subject matter expert on all code compliance and must possess the highest level of technical expertise in addition to familiarizing and obtaining a detailed working knowledge of specific systems at the UCSB campus location.
In conjunction with the Associate Director/Certified Building Official, the Deputy Certified Building Official is responsible for the administration of plan review and construction inspection on campus projects, enforcement and interpretation of building codes for federal, state, and local legislation, and any regulations that affect UC Santa Barbara projects.
May perform plan review and construction inspection on various campus projects in the UCSB portfolio. Provides direct oversight of other campus inspectors and coordinates all record-keeping requirements for inspections. Participates in pre-bid functions, constructability reviews, and construction review meetings.
Ensures that Design and Construction projects comply with applicable model building code requirements and other state regulations, such as fire and life safety, energy conservation, and universal access.
Qualifications:
Required Qualifications:
- Required Bachelor's degree in related area and / or equivalent experience / training
- 10+ years Experience as an architect, engineer, inspector, contractor or superintendent of construction, or any combination of these.
- 5+ years demonstrated experience as a Plans Examiner for a jurisdiction.
- 10+ years Experience as a construction inspector.
- Demonstrated knowledge / skill in construction inspection, code compliance and plan-check.
- Demonstrated knowledge of campus / medical center construction environment including infrastructure and applicable rules, regulations, laws, policies and practices.
- Proven personnel management knowledge / skills.
- Demonstrated financial management knowledge / skills.
- Proven written, verbal, and interpersonal communication skills, including effective negotiation skills and well-developed political acumen.
- Creative problem solving skill and ability.
- Demonstrated organizational and analytical skills.
- Ability to ensure compliance with codes and contract documents, while meeting project schedules and mandates.
Licenses and Certifications:
- Certification as a Building Official through a recognized certification program or able to attain certification within 6 months of hire. within 180 Days Required and
- Certification as a Plans Examiner through a recognized certication program. Upon Hire Required and
- Certification as a Construction Inspector through a recognized certication program. Upon Hire Required

Job Functions and Percentages of Time:
- 45% - Administration Coordination & Management - Provides specialized, expert advice to the DCS Director/Campus Architect and Certified Building Official in the interpretation of Building Code provisions and UCOP policy. Manages and oversees construction and quality control requirements for DCS/HDAE/FM.
Participates in reviews, pre-qualification of general contractors and sub-contractors, value engineering, plan check, site surveys, etc. Reviews design development and construction documents, specifications, and bid documents for construction features prior to release for bid. Uses expert judgment in selecting methods and techniques for obtaining desired results.
Manages and oversees all inspectors to ensure they organize reporting and testing results in a manner that makes data for specific events chronological and easily retrievable. Responsible for oversight with inspection process documentation and construction reporting requirements to design professionals.
Works with the campus Fire Marshal to assure compliance with fire and life safety requirements. Determines code compliance or code interpretation.
Verifies that assigned inspectors are requiring the contractors maintain up-to-date as- built drawings showing all field-routed or field-located equipment, piping ducts, etc., and all deviations from the construction issue of the documents.
Review and inspect all building accessibility projects for compliance with Chapter 11 of the CBC and the Americans with Disabilities Act (ADA) requirements, state and local requirements.
Maintain membership in local chapter inspection trade associations for the purpose of ensuring continuity of interpretations of applicable codes with neighboring jurisdictions when contentious issues arise.
- 25% - Plan Review System Oversight - Oversee system of plan review and inspection using in-house staff and outside resources as appropriate. Issue and track building permits for university construction projects, verifying plan review for all codes.
Assure that structural peer review by outside consultants has been performed.
- 25% - Construction & Inspection Oversight - Oversees the most complex inspections for construction of all facilities including new construction, modifications to existing facilities and repairs.
Manages & coordinates inspections for large complex projects, utilizing contracted inspection teams as needed.
Oversees comprehensive inspection(s) on wide variety of construction projects ranging from small tenant improvements, complex new construction and infrastructure upgrades. Provides expert level inspections within technical areas of expertise such as Electrical, Plumbing / Mechanical and Infrastructure. Ensures that correct as-built drawings are delivered from the contractor to the design professional before acceptance of the job.
Review and endorse Request for Information (RFI), Submittals, and change Order as required to ensure compliance with the approved construction documents.
Coordinates and supervises testing laboratory personnel for special inspections and structural testing.
Assists in the preparation of punch list items to be corrected before final inspection.
Conducts or participates in preliminary and final inspections before acceptance of contractors' work.
Obtains guarantees and warranties on completed projects to ensure compliance with contract documents.
Reviews construction schedules, payment requests, and change order requests. Provides information regarding change orders for incorporation into "as-built" records.
Reports all non-conforming conditions to the contractor for correction, coordinates required contract document changes with project staff. Monitors construction progress and makes recommendations to Project Management staff regarding payment applications. Verify that approved materials are either on site or in an authorized location off site.
- 5% - Post-Earthquake Building Evaluation Plan Coordinator - Responsible for implementing building evaluations after a seismic event and coordinating conditions with the UCSB Emergency Operations Center. Maintains a roster of all registered evaluators and manages their training including annual on campus drills.
Maintains a database of the seismic performance characteristics of each campus structure. Coordinates and updates the Fulcrum database with consulting engineers. Maintains post earthquake observation drawings to be utilized by the evaluators during a seismic event and training exercises.
