JOB ANNOUNCEMENT

SUPERVISOR OF CHILDREN'S SERVICES PROGRAM

Department of Family and Support Services

Number of Positions: 5

(additional vacancies possible pending budget approval)

Starting Salary: $74,244.00/Year

Under general supervision, the class supervises a functional area within the Children Services Division of the Department of Family and Support Services and performs related duties as required

ESSENTIAL DUTIES

Coordinates advisory and parent participation committees to develop uniform initiatives, development plans, curricula, and assessment practices to ensure that quality early childhood development programs and services are provided by delegate agencies

Assigns and reviews the work of staff and/or teams engaged in compliance and quality monitoring functions by reviewing delegate agencies, partners, and contractors for all childhood development program options/models (e.g., education, family engagement and support, health and nutrition services, disabilities and program management)

Oversees administration functions for central office and delegate agencies, partners and contractors, including: preparation, processing, and administration of delegate agency and partner contracts, fiscal and budgetary controls; preparation and processing of grant applications and research projects; evaluation of processes; and development and implementation of data and communication systems

Supervises assigned teams in reviewing data from agencies' implementation of quality improvement and support plans and tracks and revises programs and tracks, as indicated by the data

Implements work standards and evaluates staff performance

Develops recommendations for the improvement of delegate agency, partner, and contractor programs and works in conjunction with staff to ensure implementation

Supervises the preparation of program auditing and community assessment reports detailing agencies' ratings in each service delivery area, need for assistance, and proposed corrective action

Implements systems to evaluate the effectiveness of monitoring systems and participates in the development of plans and strategies to assist agencies in meeting performance standards and childhood development goals

Develops recommendations for the improvement of the division's delegate agency, partner, and contractor programs and works with senior leadership to implement

Manages the staffing process for delegate agencies, partners, and contractors

Monitors and analyzes data to drive program monitoring level of visitation schedule

Makes recommendations based on data analysis informing slot allocations

Coordinates partnerships with the community in an effort to meet their needs through program support and development

Recommends the continued funding of agencies that meet performance standards and corrective action for those that do not

Supervises training and technical assistance to delegate agencies on education and program compliance, performance standards, facilities and health and safety requirements

Supervises application and eligibility review for the childcare licensing process to ensure programs operate under mandated requirements

Prepares reports on program activities and accomplishments

Serves as liaison to the community in promoting early learning and Head Start programs, as required

Provides program information for inclusion in grant applications, as required

The Supervisor of the Children's Services Division - (Program Operations)

Supervisor of Program Operations manages a team of experienced Support Service Coordinators (SSC's) that oversee the day-to-day operations of Head Start programs. These teams include an SSC for PDM-HR/ERSEA, Education/Disabilities, and PDM- Program Governance/Facilities/Transportation. SSC's ensure agencies are in compliance with local, state, and federal regulations and advocate for the well-being of children and families, all while maintaining high quality standards across the agencies assigned to their respective teams. The supervisor is responsible for reviewing and approving monitoring reports/supplemental documents, providing reflective supervision, and ensuring staff maintain performance expectations. Supervisor is required to maintain a record-keeping system of meetings, agendas, and sign-in sheets. The supervisor reviews any agency related incident reports and provides follow-up as necessary. Internal agency staffing's are facilitated by the supervisor and roundtables are a collaborative effort with supervisors from Operations, Quality, and Admin.

The Supervisor of the Children's Services Division - (Quality)

Leads a dedicated team of Support Service Coordinators responsible for program development, support, and ongoing quality improvement across key content areas: Education/Disabilities, Program Design & Management, Health/Mental Health, and Workforce/Professional Development. This role addresses complex and technical support needs while ensuring the efficient and effective delivery of high-quality services. As the leader of the quality team, the Supervisor provides guidance to staff, facilitating the successful implementation and continuous enhancement of programs for sub-recipients and partner sites. The position collaborates closely with support service contractors to address the needs of delegate agencies, offering comprehensive program support, development, training, and technical assistance on program compliance and standards. The supervisor is responsible for reviewing and approving Children's Services reports/supplemental documents, providing reflective supervision, and ensuring staff maintain performance expectations. Additionally, the Supervisor ensures strict adherence to federal, state, and local requirements, overseeing the delivery of exceptional early childhood services that positively impact children and families.

TheSupervisor of Children Services Division (Fiscal),

Under the direction of AD and Manager(s), supervises the Support Services Coordinator in the Fiscal Unit to oversee the fiscal operations of the Chicago Early Learning Programs; Early Childhood Block Grant (ECBG) and Head Start programs, ensuring compliance with federal, state, and local financial regulations. Leading a dedicated fiscal team, this role manages budget reviews, monitors expenditures, and optimizes resource allocation to support high-quality service delivery. The supervisor is responsible for financial reporting, grant management, and strategic planning, working closely with CSD staff and delegate agency program directors to ensure the effective use of funds. With a strong background in program operations and some knowledge of fiscal management, this position is vital in maintaining financial integrity and driving process improvements within the division.

TheSupervisor of Children Services Division (Data)

Oversees data management and analysis for the Chicago Early Learning Programs; Early Childhood Block Grant (ECBG) and Head Start programs, ensuring compliance with federal and state reporting requirements. Leading a data team, this role is responsible for collecting, validating, and analyzing program data to support strategic decision-making, monitor performance, and enhance service delivery. The supervisor ensures data integrity, manages reporting systems, and identifies process improvements to optimize efficiency. With expertise in data analytics and leadership, this position plays a crucial role in driving data-informed decisions that strengthen early childhood programs.

TheSupervisor of Children Services Division (Planning & Communications)

Leads strategic planning and outreach efforts for the Chicago Early Learning Programs; Early Childhood Block Grant (ECBG) and Head Start programs, ensuring alignment with federal, state, and local requirements. Overseeing a team, this role develops processes, manages internal (across all units) and external communications, and fosters stakeholder engagement to enhance program visibility and impact. The supervisor coordinates efforts and implements process improvements to optimize efficiency. With expertise in strategic planning and communications, this position plays a vital role in shaping program success and strengthening community connections.

THIS POSITION IS IN THE CAREER SERVICE

Qualifications

Graduation from an accredited college or university with a Bachelor's degree in Early Childhood Education, Education, the Social Sciences, or a directly related field plus three years of work experience in education or social service or an equivalent combination of education, training and experience provided the minimum degree requirement is met.

Licensure, Certification, or Other Qualifications

A valid State of Illinois driver's license is required

Selection Criteria

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral interview will be selected.

Preference will be given to candidates possessing the following:

* Previous experience working in social, community educational development work.

* Previous experience supervising staff.

* Previous experience involving the analysis of issues and trends in Early Childhood Education, developmental, cultural and economic issues that impact young children.

* Previous experience planning and management of Early Childhood development programs and services for ages zero to five.

* Previous experience providing technical assistance to Head Start and Child Care delegate agencies.
