Introduction

Loudoun County is seeking highly motivated and qualified candidates for two regular, full-time Assistant Director positions serving its new Youth Services Department to oversee a community services portfolio, which includes youth and family engagement activities and emerging adult (transition) services, or a residential services portfolio, which includes youth detention and youth shelter activities.

An ideal candidate will have experience leading a program or division in juvenile justice, youth development, human services, and/or education with a proven track record of strong leadership abilities. The Assistant Director position requires serving as a credible expert and trusted advisor and is under the general supervision of the Interim Youth Services Department Director.


Job Summary

The department aims to facilitate a top continuum of care for local at-risk youth and emerging adults through programs emphasizing healthy and responsible behavior, personal accountability, family involvement, and community support. The department achieves its mission through activities at an administrative office in Ashburn, VA, and a Youth and Family Resources Center in Leesburg, VA.

Responsibilities of the position include, but are not limited to:

Assisting the Department Director with overseeing the internal operations of the department, including the planning and administration of the annual departmental budget, finance, procurement, human resources, information technology, safety and security, and space and asset management.

Supporting the Department Director in implementing necessary initiatives and ensuring staff compliance with all applicable county, state, and federal laws, regulations, and policies and procedures related to the department's operations within the County structure.

Working with the Department Director to help staff effectively navigate organizational and departmental changes and leveraging change for positive outcomes in accordance with current County operational standards.

Supervising assigned staff, including professional, paraprofessional, administrative, and other personnel, and monitoring staffing levels, shifts, and work assignments for accountability and productivity.

Providing leadership and direction to assigned staff, including resolving workplace conflicts, improving employee engagement and morale, and maintaining a positive, professional, and productive work environment.

Convening and facilitating regular meetings with staff and helping to build and lead cross-functional teams for operational efficiency and team building.

Demonstrating strong interpersonal skills, including a diplomatic communication style and handling confidential and sensitive information with discretion and per policies.

Developing and maintaining necessary internal and external partnerships and a strong understanding of applicable program delivery and internal operations functions across the County government to help maximize and integrate services and resources and support initiatives.

Providing written and oral presentations and leading the coordination thereof as needed.

Minimum Qualifications

Master's degree in Public Administration, Business Administration, Human Services, Criminal Justice, or a related field and five (5) years of directly related, progressively responsible work experience, including three (3) years in a supervisory or management role, preferably in a government setting; or equivalent combination of education and experience.


Job Contingencies and Special Requirements

Work Environment:

This position requires the ability to deal with difficult situations and strong personalities. Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. Early morning, evening, and weekend work may be required for any department or county emergency or critical situations that may arise or to attend meetings and special events. May be required to travel locally and sometimes overnight. Work may involve the supervision of individuals working in a shelter or juvenile detention center and who are working with juvenile criminal defendants/offenders with violent histories, serious mental illness, and/or substance abuse issues.

Job Contingencies:

Successful candidates will undergo background checks, including credit, criminal, driving (DMV) records, and fingerprinting. A tuberculosis (TB) test and a valid driver's license are required. Professional references will be verified.
