We have an exciting opportunity for a highly motivated professional to fill the position of Program Manager.

WHAT YOU WILL DO:

The Program Manager (PM) focuses on existing and emerging projects with the appropriate degree of project discipline to ensure schedule development, cost controls, quality, and alignment to customer requirements. The PM will ensure highly qualified and proficient medical simulation teams are in place at all Phoenix Logistics Medical Simulation Training Center (MSTC) locations, while managing the Instructor/Operator (I/O) training delivery, recertification and program requirements. The PM will ensure high-quality medical training delivery, develop long-term stakeholder relationships, and complete contract delivery.



  • Coordinate program activities in accordance with the mission and goals of the organization.
  • Performs overall program coordination to include all planning and implementation of contract activities for all 21 MSTC locations.
  • Oversee and implement contract execution and customer communication
  • Lead and participate in meetings with stakeholders to make communication easy and transparent regarding project issues and decisions on services.
  • Manage program resources and personnel to meet program objectives
  • Manage relationships between PLI and Collective Bargaining Agreement stakeholders
  • Closely manage program schedules to ensure objectives are on track
  • Responsible for program execution profit and loss
  • Develop an evaluation method to assess program strengths and identify areas for improvement.
  • Manage geographically dispersed employees and teams with a diverse array of talents and responsibilities.
  • Ensure goals are met in areas including customer satisfaction, safety, quality, risk management and team member performance.
  • Implement and manage changes and interventions to ensure project goals are achieved.
  • Produce accurate and timely reporting of program status throughout its life cycle.
  • Analyze, document and mitigate program execution risks.
  • Provide technical direction and guidance to others regarding approved processes, tools, technology and skills for own projects or processes.
  • Ensure workgroup products or processes meet customer, company, quality, industry and regulatory requirements.
  • Work closely with the business development team to support on-going business development activities.
  • Other tasks and projects as assigned.

  • Bachelor's degree and/or equivalent experience in a business, healthcare, or relevant management discipline
  • Three (3) to Five (5) years of experience in Project Management or related field.
  • Experience with medical personnel management and/or leadership
  • Experience with NREMT, ARC BLS-HCP, ACLS, and NRP certifications
  • Prefer DOD medical training experience using medical simulations
  • Prefer experience with CBA and SCA employee management
  • Knowledge of Project Management tools and techniques
  • Ability to manage and coordinate with team's stationed CONUS and OCONUS

  • Ability to develop and maintain recordkeeping systems and procedures.
  • Ability to have strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.

  • Ability to provide technical coordination and management of development and/or implementation projects in area of expertise.
  • Knowledge of contracts and grants preparation and management.
  • Knowledge of management principles and practices.
  • Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments.
  • Ability to foster a cooperative work environment.
  • Ability to provide development and performance management skills.
  • Knowledge of budget preparation, cost estimating, monitoring, and fiscal management principles and procedures.
  • Knowledge of faculty and/or staff hiring procedures.
  • Ability to gain a DOD SECRET security clearance
  • Advanced MS Office and computer application skills
  • Strong written and oral communication skills
  • Position requires travel both CONUS and OCONUS
