GENERAL SUMMARY/OVERVIEW STATEMENT:
As a not-for-profit organization, Mass General Brigham (MGB) is committed to supporting patient care, research, teaching, and service to the community by leading innovation across our system. Founded by Brigham and Women's Hospital and Massachusetts General Hospital, MGB supports a complete continuum of care including two academic medical centers, community and specialty hospitals, a managed care organization, a physician network, community health centers, home care and other health-related entities.
Under the broad guidance of the Department of Medicine's ("DOM") Vice President of Medicine, the Executive Director, Research Administration ("Executive Director") functions as the senior administrative leadership resource for all research administration matters within the DOM. The Executive Director is responsible for ensuring that the research, fiscal, and operational affairs of the DOM's scientific community are appropriately managed, monitored, and reported.
This position requires skillful interface and diplomacy with the leadership of the DOM, Brigham and Women's Hospital (BWH), Massachusetts General Hospital (MGH), Harvard Medical School (HMS), Mass General Brigham (MGB), and other related entities. The DOM's research environment is a fast-paced, high-caliber research enterprise. The Executive Director will initially oversee the integration of research organizations within the departments of medicine at the two MGB academic medical centers (AMCs), BWH and MGH, and will ultimately oversee the combined research structure, including all research divisions and institutes that currently exist and are created as part of the integration process.
The Executive Director will serve as one of the principal architects of a unified research organization within the Department of Medicine across the AMCs. In doing so, the Executive Director will work with the Chair and VP to develop and execute upon a multi-year plan to horizontally integrate research activities and structures that are presently distinct across the two premier departments of medicine. This will require not only strategic acumen and interpersonal sensitivity during a time of significant change, but also the ability to ensure the continued successful day-to-day functioning of research activities.
The BWH research enterprise currently consists of over $426 million in total research expenditures, over 2,285 active research projects, over 500 research faculty members, ~365 trainees, and nearly 45 grant and finance managers. The BWH DOM occupies over 353,000 NASF of onsite research space on the BWH campus and comprises ~ 47% of the total research activity at BWH. The MGH research enterprise currently consists of $268 million in total research expenditures, 1,506 active research projects, 350 research faculty members, ~185 trainees, and 22 grant and finance managers. The MGH DOM occupies 165,000 NASF of research space on the MGH campus and comprises ~ 17% of the total research activity at MGH.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Leadership
- During department integration, and in partnership with the Integration Management Office (IMO), leads efforts to design and implement the appropriate research administration structure for the combined MGB AMC DOM.
- Provides oversight and guidance on all research matters within the DOM, including those that arise within each of the divisions. Ensures that significant matters are raised to the attention of the appropriate individuals within the DOM, BWH, MGH, and MGB infrastructure.
- In partnership with DOM and BWH/MGH leaders, manages research compliance allegations and investigations.
- Continuously interfaces and coordinates with the office of the BWH Senior Vice President for Research Planning, Operations, and Innovation, the office of the MGH Vice President for Research Finance and Management, and MGB research management leadership on all matters of DOM research. Works collaboratively with and across these offices as necessary to promote an effective working relationship with the DOM research community and ensure the appropriate fiduciary and regulatory oversight of the DOM's research enterprise.
- Serves as the DOM's administrative representative on BWH, MGH, HMS, and MGB research committees as assigned. Ensures that the DOM is communicating with all related research entities in a consistent voice.
- Ensures appropriate communication of all relevant information to the DOM's research community and works with divisional leadership to develop action plans as appropriate.
- Co-chairs the DOM PhD Affairs Committee and leads integration of the BWH and MGH committees.
- Serves as a representative of the organization if/as requested.
Management
- Directly supervises central research team leaders to ensure efficient support for the Chair, Vice Chair of Research, and divisional leaders.
- Directly supervises Division Administrators and partners with chiefs in divisions and institutes whose primary activity is research, including managing all operational, financial, human resources, and other matters that arise.
- Oversees all research administration efforts in individual DOM divisions during staffing shortages that may be a result of leaves of absence or terminations, including redeploying team members to lead such efforts.
Strategy
- In collaboration with SVP for Research and other MGB leaders, develops and implements MGB strategic plan for research, ensuring DOM participation in all activities as appropriate.
- In partnership with the DOM Vice Chair for Research and the Vice President for Medicine, determines and implements the research strategy and operations for the DOM, including oversight of the DOM's strategic planning efforts.
- Leads and monitors new/reassigned space, construction/renovation projects, animal facilities, relocations, etc. Project-manages and monitors such initiatives as necessary.
- Inventories, monitors, and reports on the DOM's research space to ensure that space allocations are reasonable and that space utilization is maximized.
- Analyzes various sources of the DOM's research support and communicates results on a quarterly basis to the Vice President, DOM leadership, and greater DOM research community.
Operations
- Develops, communicates, and implements centralized DOM research administration policies and procedures as appropriate. Supports consistency of practice across research administration operations within the DOM.
- Oversees preparation of monthly departmental and divisional research reports, which include but are not limited to, research activity reports, historical debit/credit reports, and grant submission and award activity. Communicates results on a quarterly basis to the Vice President, DOM leadership, and greater DOM research community.
- Maintains compliance with the DOM's Research Fund Management Policy to ensure all financial liability related to DOM is addressed in a timely and appropriate manner.
- Monitors and reviews financial operations for DOM Research Cores; develops cores as appropriate. Manages DOM Research Core Voucher program.
- Manages all aspects of DOM internal funding opportunities.
- Plans DOM Town Hall for Research and other community-building events in collaboration with DOM Chair, Vice Chair for Research, and senior investigators.
- Supervises the preparation of the DOM Annual Report for research.
Financial Management
- Maintains solvency of all funds (e.g., research, sundry, operating) under the Executive Director's purview.
- Oversees preparation of annual budgets for research divisions and institutes.
- Examines, analyzes, and interprets financial reports for the purpose of managing resources.
- Responsible for the cost center fiscal management of all areas of responsibility, including being familiar with and approving all expenditures.
- Ensures that the highest standards of integrity, ethics, control, and confidentiality are maintained at all times across all financial and accounting matters under the purview of the Executive Director.
Human Resources Management
- Supervises/mentors at least 10 individuals directly or jointly with the DOM division chiefs/vice chairs; ultimately responsible for ~1,850 research employees and contingent workers across the DOM and helps manage research-related, HR issues for all DOM faculty and >500 non-accredited trainees within the DOM.
- Coordinates with Human Resources on interviewing, hiring, personnel transactions (hiring, salaries, promotions, job descriptions, etc.) and implementation of institutional corrective action policy for research employees.
- Prepares performance reviews on direct reports.
- Takes corrective and disciplinary action, up to and including termination, as necessary to maintain the highest level of staff productivity and effectiveness.
- Reviews workload issues to ensure appropriate staffing.
- In times of transition, supports areas that require interim leadership support.
- Actively considers opportunities to grow the abilities, skills, and support of employees through professional development, enhanced communication vehicles, employee-focused initiatives, and otherwise.
- Reviews, supports, and ensures salary and wage equity for research staff.
- Responsible for ensuring compliance with regulatory bodies and making managers aware of policy and procedure changes.
Other
- Ensures compliance for human subjects research, clinical trials billing, and animal research.
- Develops and implements a formal research management training curriculum for divisional research administrative staff. Serves as DOM's central resource for research-related education and training issues.
- Oversees the DOM's Certified Research Administrator Exam preparation program.
- Performs other related duties as required and/or assigned.
MINIMUM JOB QUALIFICATIONS:
- 10+ years of experience as a leader within an academic medical center.
- Bachelor's degree required. Master's degree in related field strongly preferred.
- Demonstrated track record of successfully leading teams.
- Progressive experience in the research administration field required.
- Experience working in a highly matrixed organization / environment preferred; healthcare industry experience strongly preferred.
- Strategic planning and project management experience required.
- Extensive knowledge of human subjects research, clinical trials billing, and animal research.
- Certified Research Administrator (CRA) designation preferred, or willingness to sit for the CRA exam within the first year of employment.
- Advanced proficiency in Word, Excel, and PowerPoint is required.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
- Outstanding organizational skills are necessary to manage many competing timetables and responsibilities. The ability to delegate, effectively supervise, and plan for the timely and successful completion of short- and long-term objectives is essential. The responsibilities of this position require detailed, concentrated effort and constant re-establishment of priorities as well as complex and sensitive decision-making.
- Outstanding interpersonal skills and a high degree of social facility in obtaining cooperation and support from a broad range of people are required. Demonstrated ability to interact with all members of the organization in ways that enhance understanding, respect, cooperation, and problem solving.
- Excellent verbal and written communication skills are necessary to communicate effectively with a large and diverse constituency, including senior DOM leaders, hospital administrative staff, research faculty at all levels, research trainees and staff, representatives of other BWH offices, collaborating institution officials, granting agencies (NIH, industry and foundations), potential donors, representatives, and vendors.
- Excellent negotiation skills in complex and often sensitive multi-institutional situations are essential.
- This position requires deep knowledge of research fiscal management and tracking, and a high degree of analytic ability to manage the financial aspects of this position is essential.
- Refined and formal project management skills, including strategy development, action planning, execution and development of monitoring tools, are required.
- The ability to work independently and accurately and concisely disseminate information in both written and verbal formats is required. The ability to independently resolve most problems encountered is essential.

DIRECT REPORTS:
The AMC DOM research leadership team structure is evolving, but is at a minimum the Executive Director will directly supervise the following positions:
- Division Administrators for divisions and institutes whose primary activity is research (~5-10 administrators) and work closely with other division administrators (~12) on their research activities.
- Director/Assistant Director, Research Administration positions
- Research Administration Project Manager(s)
- Manager of DOM Senior Grant Administration Consultants
- Other operational leaders as defined by VP, in collaboration with Executive Director
WORKING CONDITIONS:
- Work in an office setting or remotely from home depending on project work that may require in person attendance or face-to-face interaction.
- The Executive Director will be expected to split time between the AMCs and their associated sites.
- Attends meetings in and out of hospitals. May require travel to off-campus locations.
- Is available for early and late meetings and flexible to meet frequent deadlines. Some evening and weekend work will be necessary.
SYSTEM AND FISCAL RESPONSIBILITIES:
- Accountable for the budget performance of all accounts (operating, sundry, research funds, etc.) within the purview of the position.
- Responsible for managing an effective, efficient team of resources, with stewardship.
- Works within legal, regulatory, accreditation and ethical practice standards relevant to the position and as established by BWH/BWFH/BWPO/MGH/MGPO/MGB.
