The Senior Manager for EH&S & Facilities role is responsible to the VP/GM, for the efficient and effective management of the Environmental, Health and Safety (EH&S) systems along with the management of all facilities related matters (mechanical & electrical equipment) within Aero Turbine Inc (ATI) (part of StandardAero) site in Stockton, California.

The senior manager will also work with StandardAero's Director of Security to ensure the site's security infrastructure and management systems are compliant to both the organizational and regulatory requirements. Among the key responsibilities for this role include:

What you'll do:



  • To develop, manage, review and revise all EH&S procedures and policies to ensure best practice and compliance to regulations, standards and legal requirements.
  • To manage and maintain relevant EH&S ISO approvals and liaise with 3rd party auditors, regulatory authorities, and legal bodies on EH&S matters.
  • To provide statistical analysis on accidents, near misses, and the effectiveness of the EH&S system, to identify and manage corrective actions through to implementation, and to report the status through the various EH&S meetings.
  • To liaise with the Environment Agency on matters relating to permits.
  • To carry out and review Safety Audits and Risk Assessments in accordance with aviation regulatory standards, and to ensure effective mitigation actions are identified and implemented.
  • To investigate accidents, establish root causes, identify corrective actions, and produce reports for internal use and external use in the event of any legal action.
  • To adhere to the StandardAero Quality Management Systems (QMS), Safety Management Systems (SMS), Environmental Management Systems (EMS) and all associated Site's Business Manuals.
  • To manage and maintain a Continued Professional Development plan to ensure they remain competent and up to date with regulatory changes.
  • To identify changes in regulations, produce a detailed gap analysis and impact statement, and provide leadership to the BU to ensure relevant processes, procedures, and risk assessments, are created or updated to address changes.
  • To bring to the attention of the VP/GM any situation that could expose employees, customers, suppliers, or members of the public, to risk of harm.
  • To bring to the attention of the VP/GM any situation that could harm the environment, or expose the company to EH&S related financial risks.
  • To manage waste transfers and associated reporting.
  • To ensure all StandardAero EH&S corporate reporting requirements are met and action plans are in place to address deficiencies, and to provide leadership to the BU to drive actions to closure.
  • To develop, maintain and lead a competent team of facilities technicians
  • Manage and lead change of onsite facilities to ensure minimum disruption to business core activities
  • Co-ordinate and plan essential business maintenance services
  • Ensuring buildings/hangar and equipment meet the required health and safety requirements and Federal/State/County legislation.
  • Assisting the procurement team with Contractor and supplier selection and management process relating to the role, ensuring contracted staff satisfies the work published H&S and Environmental management standards.
  • The planned and breakdown maintenance of specialist test equipment, process task equipment and special-to type machinery.
  • The installation, through life maintenance and disposal of mechanical fixed and portable equipment, ensuring it meets current H&S and Environmental legislation
  • The design and procurement of building and associated electrical installations, including risk assessment, safe systems of work etc.
  • Control of Statutory requirements regarding electrical, building and site inspections.
  • Performance Management of all staff, including complying with both formal and informal processes
  • Analyzing, planning, managing and evaluating the effectiveness of competence, training and education of all staff within their area.
  • Dealing with any disciplinary processes within the team, acting within delegations outlined in HR policy including absence management, efficiency, timekeeping etc.
  • Responsible for the management of Time and Attendance systems including control and authorization of leave whilst maintaining operational capability and overtime within financial control and delegation.
  • Coordinate and oversee day-to-day security operations, ensuring compliance with company policies and procedures.
  • Monitor and assess security risks and threats, implementing proactive measures to mitigate potential issues.
  • Manage access control systems and procedures, including the issuance of access cards and badges.
  • Regularly review and update access permissions to ensure the security of sensitive areas.
  • Respond promptly to security incidents, conducting investigations as needed.
  • Develop and implement emergency response plans, coordinating with relevant stakeholders.
  • Conduct regular drills and training sessions to ensure preparedness for various emergency scenarios.
  • Prepare detailed incident reports, documenting all relevant information and actions taken.
  • Collaborate with law enforcement and other external agencies as required.
  • Conduct regular security audits and risk assessments, identifying areas for improvement.
  • Implement measures to enhance security protocols based on audit findings.


Authorities:



  • The Senior Manager for EH&S & Facilities is authorized to:

    • Stop any process or action they believe is detrimental to Health & Safety, the Environment, and Fire prevention.
    • To liaise with and correspond with all staff on EH&S, facilities and security matters.



Organizational Relationships:



  • The Senior Manager for EH&S & Facilities reports directly to the site's VP/GM and has a dotted line to the Sector's Director of EH&S, Director of Security and StandardAero San Antonio's (SASAI) Director of Facilities.


What skills you'll use

Education and Training:



  • Health and Safety qualification and certification will be required
  • Environmental qualification and certification will be required
  • Fire Safety qualification and certification will be required
  • Excellent organizational and communication skills.
  • Ability to remain calm under pressure and make sound decisions in emergency situations
  • Familiarity with relevant laws and regulations pertaining to security.
  • Working knowledge of PC's in the current company operating system environment.
  • Relevant certifications such as Certified Security Professional (CSP) or Certified Protection Professional (CPP) will be a plus.


Technical Requirements:



  • Lead Auditor Training
  • Formal Safety Risk Management Training will be beneficial
  • Knowledge of aviation maintenance, repair and overhaul processes will be required
  • Good interpersonal skills, IT skills, good overall business knowledge. Able to deliver results vital to business success whilst being fully supportive to other team members
  • Experience in security operations and coordination will be a plus
  • Strong knowledge of security systems, access control, and surveillance technologies will be a plus.
  • Task Methodology and Permit to Work knowledge will beneficial
  • Hydraulic systems management and operational safety training will be beneficial,
  • Heating systems knowledge will be a plus,
  • Mechanical & Pressure vessel training, will be beneficial,
  • Confined spaces management training, will be beneficial


Managerial Experience:



  • Previous experience in providing leadership on EH&S or Facilities matters.
  • Demonstrable ability to influence decision making process across all levels.


Salary Range:

$116,688 - $150,000

The above salary range represents a general guideline; however, StandardAero considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
