Requisition Id14759 Overview: The Oak Ridge National Laboratory (ORNL) seeks a Health and Safety Professional to provide safety support to the Utilities Division - Electrical Utilities Complex. This role will provide and safety oversight and support to the Utilities organization as a representative of the ORNL Safety and Operations Services Division. The ORNL Utilities Division manages the water, sewer, electric, steam and natural gas infrastructure throughout the ORNL campus. Oak Ridge National Laboratory is the largest US Department of Energy science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. Major Duties/Responsibilities:
Provide professional safety support to the Electrical Utilities Complex across the ORNL campus. Influence health and safety in the oversight of activities; evaluate performance standards and expectations; anticipates and plans needs for program support to enable research and facility operations. Evaluate work activities, tasks, and internal operating procedures and processes to identify hazards and provide recommendations for controls and verify adequacy of controls as work proceeds. Perform periodic surveillances and assessments to verify compliance with programmatic or work control requirements. Evaluate work practices, controls, and corrective actions for effectiveness and compliance. Use comprehensive industrial hygiene practices and equipment to conduct qualitative and quantitative exposure assessments for chemical and physical hazards. Assist with the implementation of Integrated Safety Management (ISM) into the work planning and execution process with the support of an interdisciplinary operations team. Provide technical support in the application of regulatory requirements, procedures and standards that are applicable under 10 CFR 851 and 29 CFR 1910.269. Participate in incident investigations, incident critiques, inspections, and audits, and advise management on findings and observations. Basic Qualifications:
BS degree in industrial safety or relevant field, with a minimum of 5 years of electrical utilities experience (or an equivalent combination of education, experience, and specialized training will be considered). Experience in field oversight/assessment of industrial hygiene/industrial safety performance and compliance with applicable OSHA, local, state, and federal industrial hygiene and safety standards and regulations. Knowledge and background in chemical/material identification and evaluation along with experience in hazard analysis/exposure assessment activities.
Preferred Qualifications:
Excellent written and oral communication skills. Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory. Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs. Experience working as a team player in a multi-discipline, multi-task organizational environment which requires interfacing with management, researchers, facility users/visitors and operations staff. Experience working in construction, industrial or utilities environments. Working knowledge of 10 CFR 1910 and 10 CFR 1926. Knowledge of Department of Energy Integrated Safety Management principles and 10 CFR 851. CUSP, CIH and/or CSP certification or qualified to sit for these certifications. Demonstrated proficiency in interpersonal, verbal, and written communication at a professional level. Experience with work control processes at a DOE facility Ability to work independently, under pressure, with strong problem-solving skills. Ability to prioritize work and manage multiple projects simultaneously. Strong organizational and time management skills and ability to meet deadlines on own initiative. Experience working with software including Microsoft Word, Excel, Access, Outlook and PowerPoint.
Special Requirements:
Q Clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position.
