Performs professional management and supervisory work in serving as principal assistant to the Director oftheProject ManagementOffice (PMO).Provides leadership and management oversight to staff and supporting consultants, as well as program and project management services forcapital projects andgroups of projects atvariousPrince William Water facilities and locations. The work involves planning, directing, coordinating, and supervising projects for Prince William Water. Holds staff, consultants, vendors,and contractors accountable for meeting budget, deliverables, and schedule requirements. Position Responsibilities / Essential Job Functions

Plan programs and implementscomplete cradle-to-grave designandconstruction processes. Projectsinvolvepotablewater and sewage collection, water and sewage pumping, water storage tanks, water transmission and distribution mains, sewer force mains and sewer mains, wastewater treatment and related facilities.
Supervise staff as directed; assign,direct,and review work andtake actionto adjustwork, staffing,and operations to meet requirements. Select, train, develop, and evaluate staff, and takeappropriate actionto improve performance when necessary. Initiates actionsregardinghiring, transfers, promotions, payroll, leave, performance, development, and other personnel actions.
Provide project management training, guidelines, andassistanceto other Divisions such as Operations and Maintenance, Engineering and Planning, Information Technology,and Data Management.
Perform administrative duties for the Project Management Office. Assist theDirector in the daily management of thePMO'soperating budget, personnel, equipment, and facilities.
Draft, review, and editthescope of work statements for consulting services for completeness, accuracy, and thoroughness.
Provide oversight of the review, processes, and approval of all capital projects to ensure that established codes, standards, policies, and best engineering practices are followed in the design and construction of all water and sewer systems.Facilitate successful design and construction of the Capital Improvement Program (CIP) projects.
Oversee easement/property acquisition. Responsible forthepreparation of easement documents, communication and negotiation with property owners, title research, valuation issues, and condemnation activities.

Essential Skills and Experience
-
Knowledge of the principles and practices of utilities design and construction; modern engineering practices and procedures as they apply to water and sewer systems; modern developments in current literature and other sources of information in utility construction; principles of report writing and business correspondence; computer equipment and software related to assignment; English usage, spelling, and grammar.
Ability to effectively plan and direct the work of professional, administrative, and field inspection staff; apply engineering knowledge to specific technical problems; express oneself clearly and concisely, establish and maintain effective working relationships with others encountered in the work.
Excellent oral and written communication skills including English usage, spelling, grammar, technical report writing, persuasive and expository writing, and training materials. Ability to multitask, prioritize, and work well with all personality types.
Minimum Education and Work Experience:
At least six years of progressively responsible experience in the design, maintenance, and/or construction of water mains, sewer mains, pumping stations, water tanks, and other related utilities construction.

- Physical demands: The work is mostly sedentary with periods of light physical activity. Typical positions require workers to walk or stand for short periods; lift and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp, and turn objects; and operate computer keyboards. The work requires the ability to speak clearly and to see and hear clearly with or without correction. Subject to work beyond the normal scheduled hours of work to attend evening meetings and work sessions.
- Work environment: Primary work is performed indoors in a standard office setting. The noise level in the work environment is usually moderate. The work is subject to inflexible demands occasionally requiring work at Service Authority facilities and project job sites. Proper Personal Protective Equipment is required and is provided.
