ANALYGENCE is seeking a Training & Exercise Lead to join our teamsupporting DHS CISA Integrated Operations Division (IOD). CISA's mission is to lead the national effort to protect and enhance the resilience of the nation's physical and cyber infrastructure which encompasses three functional areas: Exercise Support, Corrective Action (After Action Reviews), and Readiness Assessment.

In this role, you will establish procedures to produce a continuous, integrated assessments of CISA's preparedness through each phase of the Homeland Security Exercise and Evaluation Program's (HSEEP) Integrated Preparedness Cycle. You will ensure CISA regions, divisions and offices conducting exercises and AARs have appropriate guidance and tools to consistently analyze how their activities support CISA's continuous improvement endeavors to revise plans, build and sustain capabilities, support professional development, maintain preparedness, and an optimized and empowered workforce.


Responsibilities:
  • Serve as the primary analyst on after-action reviews (AARs) of CISA's real-world incident response efforts and its performance during internal exercises.
  • Conduct interviews with senior leaders and survey the CISA workforce as part of the AAR process.
  • Draft reports and guide them through the approval process, tracking the implementation of improvements and recommendations.
  • Write, edit, and publish doctrine, policy directives, standard operating procedures, exercise situation manuals, exercise evaluation manuals, briefing memos, decision memos and readiness assessment reports.
  • Track and review the work of junior team members and provide administrative support as required.
  • Apply knowledge of effective writing principles and practices to develop and refine the IOD Suite of Exercise Plans in accordance with the CISA style guide and the CISA/SPP Policy and Governance Frameworks.
  • Active Top Secret Security Clearance with the ability to obtain a TS/SCI.
  • Master's degree and minimum of 10 years' experience, or an additional 4 years of experience in lieu of the degree requirement.
  • Understanding of the various types of cyber threats, attack vectors and the consequences of cyber-attacks.
  • Experience and demonstrated strong ability to schedule, announce, plan, coordinate and execute large-scale, dynamic planning conferences, work group meetings, interim progress reviews, teleconferences and both secure and unclassified video-teleconferences.
  • Demonstrated leadership experience.
  • U.S. citizenship required.
  • Ability to obtain and maintain a favorably adjudicated DHS background investigation (EOD) for continued employment.

Nice-to-haves
  • Master's degree in Emergency and Disaster Management or similar field.
  • Prior experience in emergency management at the state or federal level.
  • Experience administering or developing SharePoint tools.
