Overview:

The Fabrication, Instrumentation, and Inspection Division (FIID) at the Oak Ridge National Laboratory (ORNL) seeks to hire an Data and Communications Craft Supervisor. The Data and Communications Supervisor for the Security/LSS/Radio group coordinates, plans, estimates, and schedules the work of skilled craft (Instrument Technicians and Electricians) in installation, maintenance, calibration, and fabrication of related equipment in ORNL facilities and research divisions. These systems are comprised of various types of access control systems, monitors, cameras, network equipment, radio systems, alarms, industrial processes, and other associated systems. The Data and Communications Supervisor for the Security, Laboratory Emergency Response Center (LERC) and Wide Area Radio System (WARS) team is the POC for the Laboratory Shift Supervisor (LSS), Laboratory Protection Division (LPD), and is the technical lead for these systems. This Supervisor is also responsible for team coordination with the Data and Communications, System Support Engineers.

The successful candidate for this position will Lead a team of craft workers (Instrument Technicians and Electricians) and other support personnel in task preparation and planning to ensure that work is conducted in a safe, secure, compliant and efficient manner. Craft Supervisors work closely with building occupants, facility management personnel and system owners to ensure that the maintenance and service needs of the laboratory and support organizations are met promptly and cost effectively.

Major Duties/Responsibilities:

  • Craft Supervisors are expected to establish and maintain a business culture that focuses on meeting the needs of customers, ensuring they are fully informed about programmatic and corrective maintenance tasks, schedules, status, delays, etc. in order to minimize operational impacts.

  • Craft Supervisors ensure that work tasks are properly analyzed and graded according to ORNL work control procedures

  • Develop cost estimates and schedules for operation and maintenance of systems and manage tasks within budgets and schedules in a manner that is compliant with environmental, safety, health, security, and quality requirements.

  • Ensure work is conducted safely, securely and in compliance with Laboratory policies, standards, and procedures.

  • Participate in incident reporting, safety walk downs, audits, assessments and corrective action management where applicable.

  • Craft Supervisors are also responsible for the supervisory administrative functions including: training, timekeeping, development, discipline, performance evaluation and feedback, etc.

  • Responsible for on-the-job training, reviewing work activity and evaluating performance and qualifications of craft workers.

  • They are expected to hold staff accountable for performance and ensure their actions are compliant with all company policies and processes.

  • Craft Supervisors maintain an open and supportive working environment where staff report issues and concerns without fear of retribution.

  • The Craft Supervisor ensure completeness of records necessary to maintain configuration control, equipment history, continuous operations, and regulatory reporting.

  • The successful candidate must possess superior interpersonal, communication, written, and organizational skills and the ability to develop positive customer relations.

Basic Qualifications:

  • 9 years of technical experience with knowledge of maintenance practices and procedures and their applications

  • This position will primarily plan and direct electrical and instrumentation tasks, therefore electrical and/or electronic education and experience is required.

Preferred Qualifications:

  • An associate degree or equivalent education is preferred.

  • Candidates with experience leading or supervising craft is plus. Potential candidates should possess a familiarity with labor relations principles to include working within a union contract environment.

  • The ability to obtain certification of ORNL Electrical Equipment Inspector (EEI) and knowledge of NEC, UL508A, and other electrical standards is preferable.

  • Experience with Radio Frequency (RF) systems and FCC standards is preferred.

  • Computer experience with standard software such as MS-Excel, MS-Word, and MS-Outlook is desirable.

  • The ability to obtain a DOE "Q" security clearance is required however an active DOE "Q" security clearance is preferred.

  • Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory

  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs

Special Requirements:

  • Physical Requirements: Work involves various physical requirements and working conditions. As such, a pre-hire physical will be required after offer.

  • Q or L clearance:This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

  • Visa Sponsorship:Visa sponsorship is not available for this position.
