The Learning Solutions Design Manager will lead a team of Learning Solutions Architects who design and deliver high-quality learning experiences that support business objectives. As a working-leader, this individual will collaborate closely with stakeholders and leaders across the organization to understand business needs, identify business value that learning can offer in addressing those business needs, and lead Learning Solutions Architects towards precise, resource-optimal learning solutions that are aligned with the Enterprise Learning Strategy. The manager will also be responsible for maintaining instructional design excellence, integrating innovative learning technologies, and driving measurable outcomes that enhance workforce capabilities.

What You Will Do

Leadership & Team Management

  • Lead, mentor, and develop a team of Learning Solutions Architects, providing guidance on instructional design methodologies, adult learning principles, and best practices in learning experience design.

  • Coach the team to enhance their business acumen, enabling them to think beyond immediate training needs and design solutions that support broader organizational objectives.

  • Oversee workload distribution, project assignments, and team capacity to ensure timely and high-quality deliverables.

  • Foster a culture of innovation, continuous learning, and professional development within the team.

  • Establish clear goals and performance metrics for the team, providing regular feedback and coaching.

Stakeholder Engagement & Business Alignment

  • Partner with business leaders, HR, and subject matter experts (SMEs) to assess learning needs and define training requirements.

  • Forge long-standing, trusted relationships with every customer by developing a deep understanding of different business areas, their challenges, and identifying ways in which Learning can help alleviate any pain points.

  • Be a partner to the business and collaborate in problem solving as a true forward-thinking consultant.

  • Guide Learning Solutions Architects in conducting effective needs analyses, ensuring solutions address root causes rather than surface-level training requests.

  • Support the team in building consultative relationships with stakeholders, helping them ask the right questions and challenge assumptions to design the most effective learning interventions.

  • Facilitate regular check-ins with stakeholders to align on priorities, share progress updates, and gather feedback.

  • Advocate for learning solutions that drive business impact, employee engagement, and compliance in the highly regulated health insurance industry.

Learning Solution Design & Execution

  • Oversee the development of innovative learning solutions, including e-learning, instructor-led training, blended learning, microlearning, and performance support tools.

  • Ensure all learning programs adhere to instructional design best practices, accessibility standards, and compliance requirements.

  • Mentor Learning Solutions Architects on designing learning experiences that are scalable, reusable, and adaptable to various business functions and learner personas.

  • Guide the team in selecting appropriate learning modalities and technologies to optimize learner engagement and knowledge retention.

  • Establish and enforce quality standards for instructional design, user experience, and content accuracy.

  • Review and approve learning deliverables to maintain consistency and effectiveness across all training programs.

  • Foster a close partnership with learning development vendor-partners to execute learning and learning-adjacent deliverables as a key part of the Design and Development strategy.

  • Partner closely with enabling functions that enhance learning effectiveness such as Communications and Change Management to augment learning solutions strategically.

Project & Process Management

  • Manage the end-to-end learning design lifecycle, from needs assessment and design through development, implementation, and evaluation.

  • Prioritize learning projects based on business impact, strategic objectives, and resource availability.

  • Develop and maintain project timelines, ensuring on-time delivery of learning solutions.

  • Identify and implement process improvements to enhance the efficiency and scalability of the Learning Design team.

Mentorship in Business Acumen & Solutioning

  • Provide targeted coaching to Learning Solutions Architects on understanding business drivers, industry trends, and organizational strategy.

  • Cultivate an instinct of balancing learning design considerations with business value considerations to produce solutions that are appropriate in a given business context.

  • Help team members develop a problem-solving mindset, ensuring they create learning solutions that are proactive, not just reactive.

  • Drive the use of data and learner analytics to drive decision-making and demonstrate learning impact.

What You Bring

  • BA or Advanced Degree where required
  • 8+ Years of Experience in Instructional Design, Learning & Development, Organizational Development; in lieu of degree, 10+ years exp

Salary Range

At Blue Cross NC, we take great pride in a fair and equitable compensation package that reflects market-price and our starting salaries are typically planned near the middle of the range listed. Compensation decisions are driven by factors including experience and training, specialized skill sets, licensure and certifications and other business and organizational needs.Our base salary is part of a robust Total Rewards package that includes an Annual Incentive Bonus*, 401(k) with employer match, Paid Time Off (PTO), and competitive health benefits and wellness programs.

*Based on annual corporate goal achievement and individual performance.
