Pay Range: $161,550- $202,212 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. Job Description

We're looking for a Business Manager for the Innovation and Partnerships Office (IPO). In this new role, you will be responsible for the development, execution, and measurement of financial, business, and operational activities in IPO; and lead the work scope of a team of business professionals in support of IPO's operations and strategic goals. You will be responsible for overseeing and managing the compliance aspects of LLNL's portfolio of Intellectual Property (IP) licenses and Collaborative Research and Development Agreements (CRADAs), as well as overseeing the royalty distribution process. You will be part of and partner with the IPO leadership team, supporting daily functions and key priorities, and collaborate with colleagues throughout the organization and Laboratory to build cohesive business functions. This role reports to the IPO Director.

This position may offer a hybrid schedule, which includes the flexibility to work from home one or moredays per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.

You will

  • Build, manage the work scope of, and supervise a staff of professionals supporting operational and financial activities and data calls.
  • Coordinate, conduct, and/or oversee internal and external audits of IPO agreement financial and non-financial compliance.
  • Manage the tracking and execution of prime contract, licensing, and programmatic reporting deliverables for IPO, including annual royalty distribution.
  • Ensure timely and accurate responses to data calls and reporting requirements, maintaining accountability for deliverables.
  • Work collaboratively with colleagues in IPO, the Office of the Chief Financial Officer (OCFO) and across LLNL, leading cross-functional teams to develop and implement comprehensive, integrated plans, processes, and products in support of IPO.
  • Partner closely with the IPO leadership team to translate strategic priorities and initiatives into action plans and lead efforts to implement.
  • Identify and implement opportunities to establish efficiencies throughout IPO, with a focus on licensing & royalty and audit processes. Provide training and guidance to internal stakeholders on assurance-related matters, including reporting requirements and audit processes.
  • Provide strategic advice and counsel to IPO senior leadership on various aspects of operational activities, including audit readiness.
  • Lead the team in planning, researching, executing, and managing a wide array of activities. Responsible for results, including costs, methods and staffing, and compliance with audit requirements.
  • Assist in the development and implementation of policies, procedures, and best practices for license compliance and agreement assurance management.
  • Oversee IPO-specific financial activities, consistent with Laboratory and DOE fiscal policies and practices. Monitor and manage the flow and allocation of revenue related to licensing & royalties.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in business project management, finance, or related field or equivalent level of progressive competence gained through a combination of work-related experience, education, and training.
  • Advanced strategic thinking, excellent analyzing and problem-solving skills, attention to detail, and commitment to quality control.
  • Experience executing deliverables and interpreting and administering policies, processes, and procedures.
  • Excellent relationship-building abilities necessary to serve as a trusted resource for organizational partners and senior leadership. Experience influencing and negotiating with organizational leaders.
  • Significant experience managing multiple projects and initiatives and delivering on complex strategic deliverables.
  • Collaborative leadership style and supervisory experience, with a drive to foster a culture of professional excellence; ability to lead a team and direct the work scope of others.
  • Expert interpersonal, verbal, and written communication skills including tact and diplomacy necessary to interact with a diverse group of personalities and disciplines at all levels internal and external to the Laboratory.

Qualifications We Desire

  • Experience working with U.S. national laboratories.
  • Understanding of the technology transfer mission, including intellectual property, partnership agreements, and entrepreneurship.
  • Advanced degree in the financial field.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
