If so, we are looking for a leader like you to join our team at the Johns Hopkins University Applied Physics Laboratory (APL). APL is seeking an attorney to support the E&C Office within the Office of the General Counsel (OGC).

As an Attorney/Deputy E&C Officer:

  • You will assist with all components of APL's E&C program in a matrixed environment as it continues to advance novel approaches to compliance. These duties include, but are not limited to, providing expertise, analysis, and support for personal conflicts of interest reviews, lab-wide compliance and security training, APL's Enterprise Risk Assessment process, and lab-wide Code of Ethics and Conduct.
  • You will assist the Principal E&C Officer with the investigation of alleged policy violations arising under APL's Code of Ethics and Conduct. As part of this responsibility, you will analyze inquiries, make determinations of appropriate action for complaints, develop investigative plans, conduct fact-finding and necessary legal research, as well as prepare confidential reports of investigative findings and accompanying correspondence. You will also enter relevant cases into APL systems and assist with data analysis as needed.
  • You will assist on a multitude of exciting initiatives and projects to advance novel approaches to compliance.
  • You will assist in responding to government investigations and queries as appropriate.
  • You will assist the E&C Office with creating, developing, and presenting to all levels across the Lab on related topics.
  • You will perform other duties as assigned.

Qualifications

You meet our minimum qualifications for the job if you...

  • Have a Juris Doctor Degree from an American Bar Association-accredited law school and admission to practice law in one or more jurisdictions.
  • Have at least three (3) years of directly applicable experience in the Ethics and Compliance field.
  • Have experience working in a field directly relevant to E&C with federal, state, and local laws, regulations, and contractual obligations.
  • Possess strong inter-personal skills, including excellent verbal and written communication skills, mediation skills, and acumen working with employees of a variety of backgrounds.
  • Possess strong legal and practical research skills.
  • Possess the ability to think critically and make clear and well-reasoned decisions in complex and ambiguous situations.
  • Possess strong organizational skills, a flexible work style and schedule, and the ability to simultaneously manage multiple challenging projects in a demanding work environment.
  • Have demonstrated unquestionable integrity and excellent judgment.
  • Are able to obtain an Interim Secret level security clearance by your start date and can ultimately obtain a Secret level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

  • Have a Certified Compliance & Ethics Professional (CCEP), a Leadership Professional in Ethics & Compliance (LPEC), or other recognized ethics and compliance-related certification.
  • Have knowledge of research and development in a government contracting setting.
  • Have experience working as program or project manager, or equivalent level of responsibility.
  • Have an Active DOD Secret level clearance.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance. APL provides eligible staff with a comprehensive benefits package including retirement plans, paid time off, medical, dental, vision, life insurance, short-term disability, long-term disability, flexible spending accounts, education assistance, and training and development.
