The Assistant Director of Services provides strategic leadership for designated teams within the Partners in Community Supports (PICS) line of service. This position will oversee the Individualized Home Supports (IHS) and Service Coordinator Training team, ensuring high-quality service delivery, compliance, and operational efficiency. This role drives program management, team development, and business growth, while fostering continuous improvement and advancing access to Home and Community Based Services.

Key Responsibilities:



  • Strategic Program Management & Team Leadership: Oversee daily operations, drive team engagement, manage budgets, and lead strategic initiatives to ensure high-quality service delivery and team performance.
  • Program Development & Implementation: Develop and deliver comprehensive training programs, manage program changes, and implement employee recognition and retention plans.
  • Business Growth & Stakeholder Relations: Anticipate program changes, identify growth opportunities, cultivate stakeholder relationships, and represent PICS in external venues.
  • Compliance & Quality Assurance: Ensure compliance with all applicable regulations, maintain industry awareness, and implement quality assurance processes to drive continuous improvement.
  • Issue Resolution & System Expertise: Resolve escalated participant issues, collaborate on responses to inquiries and grievances, and serve as an expert user of PICS systems.


Job Requirements:



  • Bachelor's Degree: Bachelor's degree in human services or equivalent experience supporting Home and Community Based Services (HCBS) programs. A combination of education and experience will be considered.
  • HCBS Experience: At least 4 years of training and experience working with people with disabilities and their families, self-directed and licensed services, or related progressive experience in providing quality training and/or staff development with demonstrated competence in HCBS programs, planning, service delivery, and evaluation.
  • Program Management: At least 2 years of experience in program administration and management.


  • Communication: Ability to communicate effectively, both written and oral.
  • Strategic Thinking: Must be able to think independently and strategically.
  • Software Proficiency: Skilled in the use of client services/billing software and experience working with Client Relationship Maintenance systems, like Microsoft CRM.
  • Organizational Skills: Strong organizational skills and ability to perform a variety of projects and tasks on an ongoing basis.
  • Customer Service and Issue Resolution: Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the community.
  • Presentation and Facilitation: Demonstrated leadership ability in presentation and facilitation skills, and an ability to lead teams and manage projects.
  • Regulatory Knowledge: Ability to read, analyze, and interpret Department of Human Services' policies and regulations as well as applicable state and federal laws related to service delivery.
  • Teamwork and Independence: Must be able to work independently and as a team member.

  • Valid Driver's License: Must have a valid driver's license, with access to and ability to drive a vehicle.
  • Background Check: Must be able to pass a background check.
