SUMMARY
-
The Director of Talent Management will lead the development and implementation of talent strategies for the County, with a focus on attracting, developing, and retaining top talent across all departments. This position will work closely with senior leadership and department heads to ensure the alignment of talent initiatives with the organization's strategic objectives. The Director will oversee all aspects of talent management, including workforce planning, employee development, succession planning, performance management, and leadership development.

ESSENTIAL DUTIES AND RESPONSIBILITIES

* Develop and implement a comprehensive talent management strategy aligned with the County's long-term goals, values, and public service objectives. * Communicate talent initiatives clearly to all levels of the organization and ensure that employees understand available career development resources. * Lead workforce planning efforts to ensure the County has the appropriate workforce to meet current and future needs. * Design and implement programs for leadership development, employee training, and career development to ensure employees have the skills needed to meet organizational goals. * Develop and maintain a robust succession planning process to identify and prepare future leaders within the organization. * Foster a culture of continuous learning and development by promoting professional growth and learning opportunities for all employees. * Work with department heads to set clear performance expectations, conduct performance reviews, and provide constructive feedback to employees. * Implement strategies to address performance gaps and provide coaching and support for both employees and managers. * Design and implement employee engagement initiatives aimed at improving job satisfaction, morale, and retention. * Use data and employee feedback (e.g., surveys, focus groups) to identify areas of improvement in employee engagement and develop action plans to address them. * Prepare regular reports and updates for senior leadership on the success of talent management initiatives and areas for improvement. * Ensure that all talent management activities comply with local, state, and federal regulations, including labor laws and public sector policies.

QUALIFICATION REQUIREMENTS

- Bachelor's degree in Human Resources, Public Administration, Business Administration, or a related field preferred; or high school diploma and equivalent work experience.
- 10+ years of experience in talent management, HR leadership, or related roles, with at least 5 years in a leadership position.
- 2+ years of supervisor experience.
- SHRM-SCP, SPHR, or similar HR certifications are preferred.
- In-depth knowledge of talent management principles that cover talent development, coaching, succession planning, performance management, and HR best practices.
- Strong leadership and people management skills.
- Excellent communication and interpersonal skills, with the ability to build relationships at all levels of the organization.
- Ability to develop and implement strategic plans.
- Strong analytical skills.
- Proven ability to manage multiple projects and priorities in a fast-paced environment.
