Overview

The Cuyahoga County Board of Developmental Disabilities (Cuyahoga DD) is looking for an HR Generalist to administer and enforce compliance with federal, state, local laws and Cuyahoga DD policies and procedures including, but not limited to, administering employee leaves of absence, benefit administration, and other employee-related concerns. The position will also be charged with accurate and timely processing of Cuyahoga DD bi-weekly payroll, in compliance with Cuyahoga DD and Cuyahoga County fiscal office policies, and all pertinent labor laws. The nature of work will include, but is not limited to the following:

    Administers and enforces Cuyahoga DD policies and procedures as it relates to best practices in all HR disciplines.
  • Performs routine tasks required to administer and execute human resource programs including but not limited to administration of Cuyahoga DD leaves of absences, benefit administration and Cuyahoga DD and Cuyahoga County payroll policies.
  • Oversee the entire FMLA leave administration process from initial request through return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, accounting for intermittent and reduced schedule leave use and communicating necessary information to the department/supervisor.
  • Assists the Payroll Administrator with maintaining payroll systems and accurately processing the Cuyahoga DD bi-weekly payroll. These duties may include consolidating timesheet information and entering data into payroll databases, and/or providing reports to the County Fiscal office.
  • Serves as the primary back up to the Payroll Administrator to process Cuyahoga DD bi-weekly payroll when needed.
  • Performs all verifications of employment for Cuyahoga DD.
  • Assists with the internal and external payroll audits, ensuring compliance with all applicable federal, state and local laws and agency policies.
  • Assists with the timely resolution of any and all payroll discrepancies and maintains confidentiality, adhering to privacy regulations.
  • Maintain a thorough understanding and working knowledge of the Family and Medical Leave Act (FMLA) regulation and all Cuyahoga DD leave policies across both union contracts and the non-bargaining handbook.
  • Conduct various staff and/or management trainings on various human resources and management topics as directed.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources administration, payroll management, and the FMLA standards.
  • Represent HR as a member of the Lakeside Facility Emergency Response Team.

* STARTING SALARY: The salary listed in the header is the starting salary for all positions in Pay Schedule D. It is important to understand that the actual starting salary will be determined based on many factors including the breadth and depth of the knowledge, skills, education and experiences brought by the candidate. Also, it is Cuyahoga DD's intent to pay each employee a salary that is reasonable and competitive based on the market rate for the position, while also considering not only internal equity but also the budgetary constraints.

Qualifications

  • Bachelor's degree in Human Resources, or related area.
  • Three to five years of Human Resources experience preferably in the areas of benefits administration, payroll and/or leave administration.
  • Excellent computer skills, including all Microsoft Office suites
  • Valid state of Ohio driver's license and continued maintenance of an excellent driving record.
