This is advanced clerical-accounting work involving the application of bookkeeping principles and practices to various computerized accounting ledgers to assure the accurate reporting of Claim Accounting revenue. Employees are responsible for processing payments from public assistance overpayments, sorting checks, preparing checks for processing, and transmitting cash and checks to the Department of Revenue. DESCRIPTION OF WORK

As a Fiscal Assistant, it is essential for duties to be independently performed within the framework of prescribed policies and procedures. Proficiency in making mathematical calculations rapidly and accurately is required, along with the ability to perform highly detailed tasks utilizing numerical or written data. A working knowledge of accounting practices and principles is also required, as there is considerable interfacing of financial documents between the Department of Revenue, Treasury, and the Comptroller's office. This position gives you the opportunity to support professional enhancement of necessary job skills by participating in and attending training sessions, reviewing circulated materials, and identifying the need for training or clarification in order to improve unit quality and functionality. In order to process payments, you must be familiar with the OSIG accounts-receivable systems as well as understand the internal operation of Excel, tracking logs, the Client Information System (CIS), and the OSIG Avoidance and Recovery System (OARS). Additional responsibilities include:

  • Reviewing checks and money orders received for correct date, signature, and endorsement
  • Sorting checks by DHS program office code to post to the proper revenue accounts
  • Preparing checks for processing
  • Transmitting payments received to Revenue via the SAP system
  • Posting payments received to the proper accounts in OARS
  • Reviewing clerk of courts lists and posting payments to the proper account in OARS
  • Processing and returning bad checks and making claim balance adjustments

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 to 3 days per week, based on operational needs. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience performing bookkeeping or clerical accounting work; or
  • An associate degree in accounting or business administration including or supplemented by six credits in accounting; or
  • Any equivalent combination of experience and training.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree.
