Job Overview
The Civil Engineering Quality Control Inspector is responsible for all quality inspection issues as they apply to the functional operation of the contract and their assigned functional areas of Civil Engineering, Supply, and Transportation. Work Model: Onsite
Responsibilities
Essential Duties & Job Functions:
- Act as the shop-level point of contact for all inspection issues, including regulatory compliance.
- Plans, organizes, and provides QC inspections for all assigned utilities/facilities/areas.
- Identifies and works compliance issues as they apply to the functional operation of this contract.
- Inspects work for discrepancies in accordance with the QA/QC plan and contract requirements.
- Conducts inspections of contract functions to ensure compliance with the Performance Work Statement (PWS).
- Completes necessary inspection reports and documentation required to support findings.
- Focuses on maintaining a quality compliant workplace.
- Helps maintain the CMMS, its associated databases and update as required to provide for accurate reports regarding QA/QC.
- Assists in developing & disseminating plans and procedures for the QA/QC program and/or operating policies.
- Assists in reviewing site work to verify compliance in accordance with applicable plans, procedures, guides and regulations
- Assists in preparing incident reports and document analysis, cause/effect and actions taken (photos as required).
- Assists in monitoring the performance of subcontractors with respect to QA/QC.
- Plans and organizes work to meet schedules and timelines in an environment with constantly changing priorities.
- Assists in the preparation and presentation of weekly/monthly Progress Reports.
- Responds to emergency site maintenance as required or requested.
- Originates necessary documents, forms, reports, etc. and queries various computer work systems to extract information concerning projects, materials, or services.
- Ensures timely submission of required reports to the customer.
- Conduct QA/QC meetings and training when requested; develops training materials as required.
- Maintains effective working relationships in cooperation with the Chugach management team to meet the mission objectives of the contract.
- Keeps Program Manager apprised of any unique situations and problems encountered.
- Inspects completed and in-progress work in order to ensure appropriate standards are met for the functional areas of contract performance.
- Interfaces with government officials to address concerns and mediate resolutions to problems.
- Provides reports measuring company quality control activity as required by the contract.
- Performs audits and inspections of internal processes and controls, evaluating the effectiveness of programs.
- Audits processes to ensure they comply with standards and customer requirements consistent with established procedure
- Performs other duties as assigned.
Job Requirements
Mandatory:
- Minimum of four years of experience in one of the CE trade fields and hold a license from the State of Texas, or will have documented experience specifically related to a CE technical trade field with certification of training in the following code compliances: International Building Code or Uniformed Building Code, National Electrical Codes, and International Plumbing Code or Uniform Plumbing Code.
- Bachelor's degree in Business Management, Engineering, environmental science, environmental management or related field or comparable work experience.
- Five (5) years of experience in quality management.
- Knowledge of applicable Government environmental regulations.
- Ability to perform quantitative analysis.
- Knowledge of industry standards for QC.
- Excellent communication skills, both verbal and written, and able to read, write, and speak fluent English.
- Knowledge of applicable building codes and regulations.
- Knowledge of their assigned functional area.
- Skill in the use of common office equipment.
- Registered and Licensed in the State of Texas with one or more of the Following: Master License for Plumbing or Electrician.
- Class C License for HVAC.
- Certification of Training and complete the Following Courses within first year of contract Period of Performance (PoP) of Contract: Code Compliances for OSHA; International Building Code or Uniformed Building Code, National Electrical Codes, and International Plumbing Code or Uniform Plumbing Code (Annual Refresher is Required for the Courses Mentioned Above).
- Must Complete Training Related to Air Force CE Operations, No Later Than Year 2 of contract PoP; Web Based Training Relating to SMS, Operations Engineering, Work Management, and Preventative Maintenance.
- 16-hour course in hazardous material transportation that is verifiable.
- Certificate of training in environmental compliance.
- 40 hours of hazardous waste management training.
- Ability to obtain and maintain a U.S. Government National Agency Check (NAC) clearance and/or security clearance if required.
- Valid driver's license with acceptable driving record pertinent to this position.
- Ability to successfully pass any background checks and/or drug testing required on the contract.
