Primary Purpose: Acts as the primary interface between SDG&E, the contractor, and its customers. Oversees overhead and underground electric distribution, transmission, and substation contractor construction. Reviews and submits Transmission and/or distribution switching requests. Works with planned outage coordination to identify customers who could be impacted during distribution outages. Works with project managers, Engineering, contractors and others to resolve construction issues during construction. Provides support to ensure projects stay on schedule and on budget.
Duties and Responsibilities:
- Assists and supports the assigned construction manager(s) that may include: following up with other staff and contractors on deliverables, reviewing daily records of progress and coordinating and planning meetings. Ensures all permits are approved, issued and valid prior to construction start date. Preparation and management of construction documents to include: bid packages, switch plans, supporting documentation, etc. Follows up to ensure timely and accurate completion. Manage the agreed upon work schedule per work management plan negotiated in the contract and reports progress to the construction manager (may include field inspections). Complete and issue metrics and reports regarding project progress.
- Evaluates contractors' compliance with safety, job requirements, State and Federal Law, company's standards, policies and procedures and adherence to industry best practices before commencing work by reviewing bid documents and required contractor submittals. Responsible for reporting or escalating any discrepancies to management. Attend construction meetings, tailboards, and/or other relevant meetings to support the department's goals. Prepares and distributes meeting minutes to all attendees.
- Collaborates with various stakeholders (internal and external) to coordinate and expedite processes and pre-construction deliverables. Reviews plans and specifications to ensure they are in compliance with company's standards and agency's permit requirements. Responsible for escalating requests to expedite deliverables due to construction deadlines to management for resolution as needed. Works with logistics and provides support for material requirements, changes in work scope, environmental issues, incident investigations, invoicing, and clearances / authorizations to work on or near energized facilities.
- Provides supporting documentation as needed in areas of budget and cost tracking, cost variance analysis, tracking procurement of goods and services, validation and reconciliation of invoices and payments. Information is used to manage and improve contractor's performance, and is communicated through reports. Participates on teams as needed to address business needs/problems and provides recommendations.
- Provides input on permitting requirements and strategy based on knowledge of current requirements, construction practices, and the impact of changing requirements. Adds input with environmental restrictions and provide feedback on construction requirements.
- Tracks and manages job change orders. Communicate relevant and timely information to the Business Controls Group. Complete and issue reports concerning project changes and costs.
- Provides project control, tracking, planning, documentation, and analysis assistance. Reviews and analyzes daily, weekly and monthly project documentation, and provides reports to be communicated to contractors. Coordinates projects' schedules and assists with project rollout logistics.
- Performs other duties as assigned (no more than 5% of duties). Can be called on during emergency / disaster work to provide assistance when contractor restoration efforts.
Qualifications
Required Qualifications:
- H.S. Diploma/GED High School Diploma or GED.
- 5 years Field experience obtained through working as an electric construction foreman or other similar position.
- Must be a Qualified Electrical Worker.
- Must have a strong background in safety and knowledge of utility electric construction work methods.
- Must have good writing skills and the ability to follow established standards.
- Strong computer skills and thorough knowledge of Microsoft Office applications.
- Knowledge of DPSS, CPD, CCMS, and SAP is desirable.
- Must have the ability to balance multiple priorities and solve problems.
- Analytical skills desirable.
- Ability to learn and understand construction standards and methods, safety regulations, and applicable state and Federal regulations.
- Extended hours (nights, weekends, holidays) may be required.
Preferred Qualifications:
- Bachelor's Degree Business Administration, Construction Management or Engineering desired or equivalent field experience in electric construction.
