Department Overview

Gas Operations is focused on ensuring the safe and reliable flow of natural gas to our customers. As a whole, Gas Operations is responsible for all aspects of PG&E's gas distribution and transmission operations, including planning, engineering, maintenance and construction, restoration and emergency response.

Gas Transmission Operations is responsible for maintaining over 6,000 miles of gas transmission pipelines throughout California. This Department is responsible for the overall administration and implementation of the Transmission Integrity Management Program and the evaluation of overall risk to the gas transmission system. This includes overseeing the completion of integrity management assessments, identifying High Consequence Areas (HCA), maintaining PG&E's assessment plan as required by 49 CFR Subpart O, and managing PG&E's overall gas risk management program.

Position Summary

This position reports to theRisk Management Supervising Engineer under the Data, Risk, and Threat team, and is critical to PG&E's GasTransmissionIntegrity Management Program to help ensure PG&E maintains safe and reliable pipelines which comply with federal regulations. The role will work on a cross-functional team of Engineers, Data Specialists, Data Scientists, and Program Managers to provide GIS and database support for the implementation of the Risk Management duties of PG&E's approximately 6000-mile transmission pipeline system. The Senior Specialist will work with many key internal stakeholders such as Asset Knowledge Management, Gas Transmission Engineering & Design, Enterprise Risk Management, and Regulatory Compliance.

Position Duties (may include but are not limited to)-

* Develop and perform advanced data gathering, data integration, and quality control procedures for geospatial data, interface with data source systems to resolve complex issues; estimate impact of data issues to compliance and business commitments

* Identify user quality control, support and data integration process improvement opportunities, gather input and agreement on new requirements and lead implementation, communication and training around process revisions/changes.

* Develop and implement metrics related to integrity management and risk modeling

* Extract, transform, and load data from PG&E and public sources to support machine learning modeling needs.

* Create and update metadata and catalog GIS layers, including documenting work flow procedures for staff using GIS, both in the office and in the field.

* Keeping up to date with industry innovations on risk modeling, benchmark with industry peers

* Lead GIS software, hardware and database projects and initiatives

* Work collaboratively with other work groups and vendors, troubleshoot issues, produce technical communication

* Lead projects and efforts related to opportunities for improvement in the way work is done, share expertise and lessons learned

* Demonstrate by personal action a 100% commitment to employee and public safety.

* Coach and mentor other GIS Technical Specialists.

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory (San Ramon).

Hybrid working schedule (requires monthly/weekly meetings in San Ramon).

Occasional travel to the field on average less than 5 times a year.

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:

Bay Area Minimum:$102,000

Bay Area Maximum:$162,000

This job is also eligible to participate in PG&E's discretionary incentive compensation programs.

Job Responsibilities

* Provide advanced user support and data integration

* Develop and perform advanced data gathering, data integration, and quality control procedures for geospatial data, interface with data source systems to resolve complex issues; estimate impact of data issues to compliance and business commitments

* Identify user quality control, support and data integration process improvement opportunities, gather input and agreement on new requirements and lead implementation, communication and training around process revisions/changes.

* Lead special projects related to GIS.

* Create and update metadata and catalog GIS layers, including documenting work flow procedures for staff using GIS, both in the office and in the field.

* Lead efforts related to the preparation of annual reports to FERC, (Federal Energy Regulatory Commission), SEC (Security and Exchange Commission), OPS (Office of Pipeline Safety) and CPUC (California Public Utilities Commission).

* Support advanced enterprise GIS data modeling and data capture initiatives, develop and review software functionality requirements.

* Lead GIS software, hardware and database projects and initiatives

* Work collaboratively with other work groups and vendors, troubleshoot issues, produce technical communication

* Lead projects and efforts related to opportunities for improvement in the way work is done, share expertise and lessons learned

* Demonstrate by personal action a 100% commitment to employee and public safety.

* Accurately identify Safety Critical Elements.

* Provide integrity assurance input to the Integrity Management Program group.

* Coach and mentor other GIS Technical Specialists.

Qualifications-

Minimum Qualifications:

* Bachelor's Degree or equivalent relevant experience

* 5 years of experience with GIS applications.

* 3 years of experience in the utility industry.

* 3 years of experience in ArcGIS 9.x or later.

Desired Qualifications:

* Master's degree in data science, applied sciences, statistics, engineering or similar field.

* PODS data model experience.

* Integrity Management and Risk Management experience.

* Project Management experience.

  • Knowledge, Skills, Abilities and (Technical) Competencies
    • Knowledge of 49 CFR Part 192
    • Advanced Proficiency in ArcGIS 10.x or later
    • Power user skillset in Oracle or SQL server databases, ability to write complex SQL programs
    • Proficiency in a programming language - Python or Visual Basic
    • Competency with commonly used data science programming languages, packages, and tools such as R, NumPy, or Geopandas.
