The State Highway Administration's (SHA) Office of Environmental Design (Baltimore City) is currently recruiting for a Team Leader position. This position is open to anyone who meets the minimum qualifications and selective qualification listed below. The resulting list of eligible candidates will be used to fill this vacancy and may be used to fill future vacancies in this classification.
Nature of work: The primary purpose of this position is to function as the team leader, supervisor and technical specialist for the Office of Environmental Design's (OED) Quality Assurance Division's (QAD). This position is responsible for managing a team of Regional Environmental Coordinators (REC's), Independent Environmental Monitors (IEM's) and for providing oversight, guidance, technical expertise, and enforcement services. This is to ensure the State Highway Administration (SHA) projects are completed in a responsible manner and in compliance with stormwater and sediment control laws of Maryland and the United States Clean Water Act per delegated authority by the Maryland Department of Environment (MDE). The team solves complex and sensitive environmental issues, incidents, and concerns, such as tracking and the reporting of non-compliance findings and implementing corrective actions in accordance with SHA's Approved plans, specifications, and permit conditions.
This position is a subject matter expert for Erosion and Sediment Control (ESC); the National Pollutant Discharge Elimination System (NPDES) construction permit processes and the requirements for Stormwater Management (SWM) facility design, construction, and as-built approval process.

Qualifications

Minimum Qualifications:
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Five (5) years of experience in administrative staff or professional work.
Selective Qualification: Two (2) years of experience must be in environmental compliance, quality assurance reviews and/or environmental monitoring as it relates to construction projects.
*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).
Preferred Qualifications:
The ideal candidate should possess the following:
- Responsible Personnel Certification from the Maryland Department of the Environment
- Erosion / Sediment Control Certification (Yellow Card) from MDOT/SHA.
5 years' experience in technical engineering related to construction and environmental oversite.
Notes:
1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.
2. Candidates may substitute the possession of a bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
3. Candidates may substitute the possession of a master's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
