Credence has an immediate opening for an experienced OSI Analyst the Air Force Office of Special Investigations (AFOSI) who will be primarily responsible for supporting AFOSI/PF at Los Angeles AFB, CA. The Air Force Office of Special Investigations (AFOSI) is a federal law enforcement and investigative agency operating throughout the full spectrum of conflict. Its mission is to identify, exploit and neutralize criminal, terrorist, and intelligence threats in multiple domains to the United States Air Force (USAF), Department of Defense (DoD), and the U.S. Government. The AFOSI Office of Procurement Fraud Investigations (AFOSI PF) operates as a primary subordinate unit of HQ AFOSI. The AFOSI PF director reports to AFOSI/CC and has full authority to investigate major procurement fraud for the United States Air Force (USAF) using a global network of detachments and operating locations.
Responsibilities include, but are not limited to the duties listed below
Support AFOSI investigators to develop profile data and trend analyses and identify trends or indicators of illegal or improper activity from background material and evidence using sources of information from evidence, public or subpoenaed records, and intelligence available from or produced by local, federal, state and foreign law enforcement agencies, and databases such as Lexis/Nexis and the National Crime Information Center (NCIC).
- Assemble, collate, and analyze separate bits of information from a variety of known and unknown sources, gathered under known and unknown conditions, and assesses the validity and reliability of the information based upon known factors.
- Review and analyze data collected by AFOSI personnel for information having potential value to DoD counterintelligence efforts.
- Prepare reports and statistical analyses, link analysis, event flow analysis and activity charting.
- Research multiple DoD/AF, commercial, legal, federal law enforcement, and intelligence community information systems for relevant data pertaining to AFOSI investigations and operations. Database includes but not limited to Electronic Data Access (EDA), Government-Industry Data Exchange Program (GIDEP), Joint Deficiency Reporting System (JDRS), System for Award Management (SAM) Dun and Bradstreet, Lexis/Nexis and others.
- Gather information; exploit, interpret, and project existing data to fill gaps in information; request the collection of data to fill gaps in knowledge, and review and evaluate finished intelligence products.
- Analyze data and estimate the characteristics of a specific situation may be and predict its effects on future events. Judgments are often based on less than full and sometimes barely adequate information due to the lack of available information at the time the judgment is required.
- Produce finished intelligence products, including written reports, presentations, and oral briefings concerning criminal intelligence relating to matters within the investigative jurisdiction of the AFOSI.
- Disseminate finished intelligence products and raw data to various AFOSI field elements, the AFOSI ICON, DoD/AF offices, and agencies outside of DoD/AF; methods of dissemination include telephonic contact, e-mail, memorandum, AFOSI Investigative and Operational Analysis Reports, Desk Notes, Criminal Intelligence Bulletins and associated graphs, link analysis charts, timelines, and tables.
- Disseminate analysis and responses to inquiries in a timely fashion and routinely coordinate associated criminal intelligence information with DoD/AF and applicable local, state and/or national level law enforcement agencies.
- Represent AFOSI at various intelligence meetings and participate in operational and investigative planning meetings and could serve on criminal intelligence working groups that have regional, national or international representation.
- Prepare and present briefings to AFOSI, DoD, AF, and state/national-level agencies and is responsible for remaining abreast of national and regional law enforcement issues and applicable laws that have an impact on AFOSI investigative activities.
- Support the production of documents for use in various judicial proceedings and may be required to provide testimony in such proceedings concerning work products.
- Support decision-making processes regarding investigative and administrative matters by acting as a liaison between field elements, the AFOSI ICON and program personnel.
- Coordinate and/or processes requests for FinCEN data and maintain an up to date understanding of the available FinCEN databases.
- Establish and maintain a current series of professional contacts with DoD, AFOSI and regional agencies related to law enforcement issues.
- Interaction with these contacts includes exchanging information and cooperating on matters of mutual interest.
- Advise higher level officials and groups working on the capabilities and activities of criminal entities and/or enterprises with information gained from personal experience, research and collaboration with other criminal intelligence specialists.
Education, Requirements and Qualifications
- Clearance: Top Secret/SCI
- Bachelor's degree and a minimum of three years of related experience required
- Be available to travel to perform work at offsite locations, including but not limited to the AFOSI Investigations, Collections, and Operations Nexus (ICON), located Quantico, VA. Travel duty locations are Wright-Patterson AFB, OH, and Los Angeles AFB, CA
