IEM is looking for Full Time - Manager of Case Management to join our team. This role involves leading, training, and supervising Case Management teams and Intake Center Managers who support disaster recovery housing projects. The Manager is responsible for ensuring that intake and case management activities comply with state and federal laws and regulations. They must maintain a thorough understanding of all relevant program policies, requirements, and procedures, and assist in training case management staff. Additionally, the Manager will support monitoring, reporting, provide specialized advisory services, and offer applicant consultation services as needed.

Primary Location:



  • Live within the state of California.
  • Work in an office with a team - office location is yet to be determined


Travel Requirements:



  • This position may require travel within California to complete work assignments or attend meetings.


Essential Functions:



  • Ensure the Case Management teams complete daily tasks on time and in compliance with program policies and client needs.
  • Oversee the training and supervision of Case Management staff, providing high-quality support, leadership, and guidance.
  • Equip Case Managers with the necessary tools and resources, including policies, procedures, equipment, and supplies, to perform their jobs effectively.
  • Coordinate efforts with local housing counseling agencies.
  • Set production goals for the Case Management team and monitor daily progress to achieve these goals.
  • Track and oversee Case Management activities, including case management, intake, and outreach, to ensure high levels of customer service.
  • Maintain detailed knowledge of recovery program policies and requirements.
  • Conduct file sampling and audits to ensure accurate Case Manager processing, applicant eligibility, and compliance with program guidelines and priorities.
  • Monitor key program metrics from intake through the Quality Control stage to ensure workflow accuracy and efficiency.
  • Collaborate with other program teams to resolve issues, problems, and complaints from homeowners and stakeholders.
  • Actively participate in relevant meetings, including those related to Case Management, QA/QC, system development, planning, staffing, progress status, and program updates.


Minimum Qualifications:



  • Experience: Six (6) years of experience providing case management and/or customer service in housing, community development, or government funded programs.
  • Five (5) years of experience managing teams of 10 or more people.
  • Five (5) years of eligibility determination experience and experience working in or managing intake centers.
  • Intermediate level Microsoft Office skills and ability to quickly learn new software applications.
  • Degree: Bachelor's Degree from an accredited university.
  • Demonstrated strong leadership and managerial competencies, including integrity, accountability, communication skills and commitment to teamwork and excellence in responsibilities.
  • Experience and Degree Substitution: An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.


Preferred Qualifications:



  • Knowledge of federally funded housing grant programs such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.
  • Knowledge of the Uniform Relocation Act and associated activities for housing program delivery.


Additional Information:



  • Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
  • Remote Locations: All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purpose of maintaining the Internet connection, if needed.
