IEM is looking for a Full Time- Construction Operations Manager to join our team. The Construction Operations Manager is responsible for providing leadership, training and supervision for Construction Project Management teams and contractors supporting disaster recovery housing and/or infrastructure projects. This role ensures the delivery of high-quality service, and the resolution of construction issues related to Energy Star, lead-based paint and other program requirements. The manager also serves as a primary liaison with local municipalities to facilitate permitting, inspections, and project completion, while ensuring compliance with program requirements. Primary Location:

Travel Requirements:
- This position may require travel to complete work assignments or attend meetings.
Essential Functions:
- Support the housing and infrastructure construction management teams reach their established goals and milestones for applicant interaction, construction oversight, and contract production including:
- Ensuring quality service
- Timely meetings and milestones
- Identifying construction issues that require intervention.
- Perform review of construction design plans and blueprints to ensure program compliance.
- Serve as a primary program contact to local townships and municipalities to facilitate permitting, inspections, construction progress, certificates of occupancy, and project completion.
- Provide lead-based paint, Davis Bacon, and Energy Star guidance and support to ensure all projects meet program requirements.
- Working together with Project Managers, perform spot-check inspections and ensure quality field operations.
- Participate in the development of tools, checklists, processes, and procedures for team activities.
- Work with leads and managers to address construction challenges and concerns quickly and effectively as they arise.
- Monitor file and production trackers to assist with managing production and staff performance.
- Assist teams with ensuring all task orders are handled efficiently and with high quality, and information is entered into the program System of Record accurately and on time.
- Maintain a detailed level of knowledge of relevant building codes and recovery program requirements, and participate in the development, design, and delivery of staff training.
- Establish and maintain a collaborative working relationship with clients, estimators, and program staff to facilitate work product completion, submissions and approvals.
- Work with other IEM Program and Project Managers, and departments to resolve issues and improve workflow and conduct reporting processes.
- Perform other duties as assigned.
Minimum Qualifications:
- Degree: Bachelors in Engineering, Architecture or Construction Management
- Experience: Five (5) or more years of experience in construction superintendence, quality control, supervision, and / or inspections.
- Five (5) or more years of professional-level experience in construction project management.
- Five (5) or more years of experience in hazard mitigation, housing, community development, economic development, or related fields.
- Three (3) years of experience working with California municipalities, permitting offices, local building inspectors, and trade supervisors.
- Experience and Degree Substitution: An equivalent combination of education, experience, and training that demonstrates the required knowledge, skills, and abilities necessary to effectively perform the duties and functions of this position may be considered.
- Demonstrated strong leadership and managerial competencies, including integrity, accountability, communication skills and commitment to teamwork and excellence in responsibilities.
Preferred Qualifications:
- Knowledge of federally funded grant programs such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.
- Knowledge of labor compliance requirements - including Section 3, Davis-Bacon, and Certified Payroll.
- Knowledge of the Uniform Relocation Act and associated activities for housing program delivery.
- Advanced proficiency in Xactimate,
- A solid understanding of HUD Lead-Based Paint and Energy Star requirements.
- The ability to quickly learn new software applications.
Additional Location and Travel Information:
- Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
