IEM is looking for a Full Time- Construction Project Manager that has experience in single-family housing construction and QC. This role will provide supervision to a team and coordinate interactions with several construction firms. Candidates will maintain a complete understanding of all applicable program policies, requirements, and procedures and review all cases within the guidelines established. This may include processing, monitoring, tracking and reporting with little direct supervision. Primary Location:
- Candidates must live in the state of California.
- Preference will be given to candidates who reside in or near San Diego, Monterey, San Benito, Santa Cruz, Tulare, Tuolumne Counties or the Hoopa Valley Indian Reservation.
- Work remotely from home or personal office location.
Travel Requirements:
- This position will require some work to be conducted at a client site or other locations. Travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD regulations.
Essential Functions:
- Manage a team of construction project managers who monitor construction progress and compliance during home rehabilitation and restoration projects
- Responsible for review and recommending approval of certifications for payment and construction change orders.
- Support and assist homeowners and contractors in a professional manner through the ReCoverCA program.
- Provide program and construction-related guidance and technical assistance throughout the construction process related but not limited to building/code issues, municipality concerns, program policies and procedures and closeout documentation.
- Act as a liaison and mediator between the state and the builder to assist in resolving issues and project completion.
- Accurately document interactions and information in the system of record in a timely manner.
- Gather, review and submit requests for grant funds to the IEM disbursement team.
- Gather, review and submit scope adjustment requests to the IEM Scope Team for processing.
- Prepare progress and staffing reports for the Construction Operations Manager.
- Update Contractors when relevant Program policies and procedures are revised
- Respond to questions and/or calls from case managers and other program staff in a timely manner.
- Actively participate in all relevant construction meetings and trainings when scheduled
- Perform other duties, as assigned.
Minimum Qualifications:
- Experience: Three (3) years of experience in construction project management, quality control, supervision, or inspections.
- Two (2) years of experience in housing construction, development, or related fields.
- Familiarity with California municipalities, permitting offices, local building inspectors, and trade supervisors.
- Proficient in Microsoft Word, Excel, and SharePoint.
- Detail oriented, organized, excellent written and oral communications skills, and ability to work independently.
Preferred Qualifications:
- Knowledge of federally funded grant programs such as CDBG/CDBG-DR, FEMA HMGP, Treasury ARPA, and CARES Act grants.
- Knowledge of labor compliance requirements - including Section 3, Davis-Bacon, and Certified Payroll.
- A solid understanding of HUD Lead-Based Paint and Energy Star requirements.
- The ability to quickly learn new software applications.

- Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
- Working Conditions: Fieldwork is required, involving travel to various job sites often. May require physical labor (sitting, standing, bending, lifting) and the use of safety equipment.
