About This Role

SUMMARY

The Group Leader provides the overall technical direction/assistance of the daily functions of the facility maintenance department and associated personnel in maintaining the building equipment and infrastructure essential for the operation of the company and its employees. Manages leases, furnishings, and maintenance of five different facilities. Coordinates and manages contractors (plumbing, electrician, HVAC, janitorial, etc.) for upgrades and routine maintenance of existing facilities.

Essential Duties and Responsibilities

  • Hires, trains, and supervises building maintenance personnel
  • Prepares and maintains department budget and staffing levels, including development of comprehensive capital expenditure plans on an annual basis
  • Assigns workers to duties related to facility maintenance, repair, or renovation; may solicit bids from outside contractors to overcome any constraints with organic staff
  • Ensures all work is performed safely and in accordance with applicable regulations, codes, ordinances, and other laws
  • Oversees the design and construction of facilities projects
  • Works with program teams to coordinate program lab space requirements
  • Reviews utility expenses and takes measures to minimize costs
  • Manages layout of office space and allocates appropriate space in accordance with needs and company standards
  • Works with the Safety Officer to develop and maintain procedures for use in event of accidents, natural disasters, fires, or other emergencies
  • Inspects facilities or reviews inspection reports to determine and implement any required repairs, replacements, or improvements
  • Develops and maintains Facilities department procedures and policies consistent with company standards and all federal, state, and local laws, regulations and ordinances
  • Performs maintenance and preventive maintenance on the HVAC, electrical, plumbing, energy management system and other critical equipment, including outsourcing to contractors, when necessary
  • Coordinates maintenance and inspection other equipment, including company vehicles, forklifts, passenger lifts, lighting, hydraulic equipment, fountains, and pumps
  • Oversees and manages existing contracts for HVAC, landscaping, cafeteria, pest control and janitorial services
  • Familiar with working with Computerized Maintenance Management Systems (CMMS)

Supervisory Responsibilities

  • Supervise facilities maintenance technicians in their daily activities
  • Monitor and supervise work being done by contractors for repair work or building modification
  • Perform routine administrative functions as approving vacation, time sheets, and travel expense reports.
  • Provide counsel, advice and guidance to management, subordinates and other internal groups on technical matters including the capabilities and limitations of current technology, facility capability and costing of effort as these items pertain to quality and process improvement.
  • Perform routine briefing and facilities update to the Executive Staff
  • Responsible for scheduling personnel, as well as managing labor and material expenditures.
  • Attends meetings, manages delivery schedules and coordinates site activities.
  • Ensure a safe and secure work environment is established and maintained.

Qualifications, Education, and SKILLS Requirements

  • 5 years related experience in facilities management, construction management, or project management
  • Must also have 5+ years' work experience in the following areas:

Construction management

Building inspection

Preventive maintenance

Plumbing

Carpentry

Electrical repairs

Painting

Machine servicing

Vehicle servicing

  • Able to manage multiple projects of various sizes concurrently
  • Able to travel and support remote site locations
  • Able to work overtime and weekends when necessary
  • Computer literacy, basic working knowledge of the Microsoft Office suite, and Microsoft Project
  • Excellent customer and interpersonal skills are essential
  • Electricians, plumbing, general contractors or equivalent related certification is preferred.
  • Valid State of Texas Drivers' License.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and the National Building Code
  • Strong focus on quality with a continuous drive towards process improvement and cost efficiency
  • Ability to readily accepts changes and adjust accordingly
  • Ability to maintain composure under pressure
  • Must be able to obtain US Government Secret Clearance

Security Responsibilities

Must complywith all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.

  • Incumbent must be eligible for DoD Personal Security Clearance.

  • Work in high, precarious places
  • Work near or around hazardous materials
  • Risk of electrical shock
  • Environment may at times be loud (manufacturing, heavy equipment)

  • Must be able to lift 50+ pounds
  • Must be able to walk and/or climb stairs and ladders as needed.
  • Must be able to stoop, bend, and crawl as needed.
  • Must be able to detect odors or hear noises, bangs, etc., or other sounds to detect problems or flaws within the facility.
  • Must be able to distinguish colors.
  • Domestic travel as required.
  • Must be willing to work overtime and weekends when necessary
  • Available for on call maintenance emergencies nights & weekends
