POSITION SPECIFICS

We are seeking a Command and Control Software Soultions Department Head to join our Multimodal Sensing and Systems Division in the Applied Research Laboratory (ARL) at Penn State University. The mission of the Command Control Software Solutions Department is to provide skilled technical, and facility support for the components of the R&D activities of the All-Domain Analytics and Sensing Office within ARL.

You will:

  • Supervise and grow a staff of Research and Development Engineers and scientists
  • Assign tasks to staff according to needs
  • Train and mentor staff
  • Hire employees and manage annual performance review process
  • Purchase supplies, hardware and equipment as needed
  • Provide technical expertise for configuring experimental setups and support hardware
  • Work with Principal Investigators and other project staff to ensure program goals are met
  • Oversee budget and allocate financial resources as needed
  • Monitor program expenditures
  • Oversee development of plans and proposals for new programs
  • This position may include travel.

Higher level responsibilities include:

  • Plan and direct research projects that have substantial impact that extends knowledge and understanding; plan, organize, and supervise the work of staff scientists, engineers and technicians
  • Coordinate research and development activities between disciplines involving exploration of subject area, definition of scope and selection of problems for investigation and development of novel concepts and approaches
  • Devise plan and lead work on extremely complex problems that impact the design success of current products or addresses broad design issues of future products or technologies
  • Propose and lead new initiatives; guide programs of national or international significance; identify future problems, research trends and opportunities and direct and/or participate in major proposal preparation and presentation
  • Participate and contribute to the strategic plan of the unit
  • Mentor assigned staff in the development of technical, project, and business development skills

Faculty rank will be commensurate with education and experience. Minimally requires a Master's degree in an engineering or science discipline and 1 year related experience. A Doctorate degree is preferred.

Required skills and experience include:

  • Demonstrated ability to organize and lead large software engineering projects
  • Experience with Agile project management
  • Proven supervisory experience
  • Excellent communication and interpersonal skills, both written and verbal

Preferred skills and experience include:

  • A degree in Acoustics, Aerospace Engineering, Computer Science, Computer Engineering, Electrical Engineering, Mechanical Engineering, Physics, Software Engineering, or other related discipline
  • Possession of an active Secret (Top Secret desired) clearance
