Job Description: Dynamo Technologies LLC is seeking an experienced Test and Evaluation (T&E) Engineer to provide dedicated support to the Project Manager Positioning, Navigation, and Timing (PM PNT) under the Army's Systems Engineering and Technical Assistance (SETA) program. The ideal candidate will bring extensive experience in developmental and operational testing across the acquisition lifecycle, with a focus on assured PNT systems including Mounted Assured PNT System (MAPS) and Dismounted Assured PNT System (DAPS). The position supports test and evaluation activities at both CONUS and OCONUS locations and contributes to the lifecycle management of current and future PNT capabilities. A solid understanding of DoD T&E policies, test readiness planning, and coordination with evaluation agencies is highly preferred. This is an on-site position at Aberdeen Proving Ground (APG), MD. Duties/ Responsibilities:
- Assist the Government in the development of classified and unclassified test programs, plans, and procedures, conduct testing, and evaluate and document the results in briefings and reports for PM PNT products and PNT supported clients and platforms. This testing categories may include cybersecurity, hardware and software components, subsystem and system-level development, system compatibility, acceptance, functional, integration, full-qualification, field, environmental and stress screening, electromagnetic interference, electromagnetic compatibility, and TEMPEST.
- Participate in planning and conduct of classified and unclassified test efforts for PM PNT products and PNT supported clients and platforms. The contract shall develop, review, comment, and staff test documentation, to include TEMPs, TRR briefings, test plans, test procedures, and test reports and results.
- Assist in the conduct and operation of all phases of the testing process, from planning to preparation for the actual test, to coordinating with logistics and engineering/integration teams for movement of equipment, to supporting operation of the tests, whether managed by the PM organization itself or by Test and Evaluation organizations.
- Provide classified and unclassified briefing materials, updates, and attend technical and program reviews, including events leading to the review, and events after the review (i.e., SSR, SFR, PDR, CDR, and TRR). (CDRL A011).
- Participate in IPTs and working groups; and shall provide inputs to IMSs, risks, and budgeting processes.
- Assist in drafting SOOs, SOWs, PWSs, performance specifications, and associated solicitation documentation and provide technical advice and assistance regarding proposal evaluation.
- Participate in classified (Secret and Top Secret) meetings, as required.
Required Skills/Abilities:
Create & Run Tests: Design detailed test plans and individual tests to check if software and hardware work is expected and then carry out those tests. Find & Fix Problems: When a product fails at test, investigate to understand why it failed. Report Test Results: Clearly document what was tested, what the results were, and any problems found. Communicate this information with the team. - Manage Data: Manage test reports, system performance data, and Test Incident Reports for multiple products.
- Knowledge of DoDI 5000.89 and other test related policies.
- Understanding of Test and Evaluation Master Plan, stakeholder responsibilities, and staffing requirements for document approval.
- Proven problem-solving abilities to deconflict technical nuances needed to ensure successful test execution.
- Willingness to actively lean-in on complex situations to find ground truth and achieve overarching test goals.
- Ability to maintain involvement in all aspects of current test execution, day-to-day execution problem solving, and collection of configuration-controlled results.
- Ability to hold effective in-house relationships among all product office functional counterparts needed to achieve the mission. (e.g., integration, APMs, logistics).
- Ability to coordinate with external stakeholders (ATEC, PNT CFT, OTC, TSMO, DOT&E, DUSA T&E, Materiel Developer, etc.) to gather and disseminate information, assembling materials and capabilities required for test execution, and facilitate disbursement of financial resources supporting test execution.
- U.S Citizenship required.
Nice-to-Have Skills:
- Familiarity with biometrics and navigation technologies.
- Experience coordinating with Joint Interoperability Test Command (JITC) or Joint Staff J-6.
- Knowledge of Net-Ready Key Performance Parameters (NR-KPPs).
- Understanding of DoDI 5000.89, AR 70-1, and related Army T&E policies.
