Overview

The primary function of the position is to manage the process for Con Edison's compliance with NPCC and NERC electric reliability standards.The objectives of the Department Manager are to manage the electric reliability compliance activities of the Company and ensure the Company effectively participates in the NERC Compliance Monitoring and Enforcement Program and the NPCC Criteria Compliance Enforcement Program.The Department Manager is essential to the Company's success in maintaining compliance with NERC and NPCC electric reliability standards.

Responsibilities

Core Responsibilities
  • Manage Con Edisons compliance with Northeast Power Coordinating Council (NPCC) and North American Reliability Corporation (NERC) electric reliability standards, distribute all NERC compliance and technical documents, oversee NERC alerts and facilitate comprehensive NERC compliance training. Interact with NERC, NPCC, PSC enforcement regulators, responding to inquiries, preparing SMEs for audit interviews and responding to audits.
  • Develop, monitor, and enhance Con Edisons NERC compliance program, and further lead a team of company wide energy industry professionals in executing the NERC compliance program. Conduct inter-departmental compliance assessments and recommend enhancements.
  • Evaluate non-compliance allegations, establish violation assessment and executive review teams and formulate comprehensive executive summaries of all violation allegations submitted to NPCC and/or NERC.
  • Administer the compliance self-certification process, ensuring all self-certifications are accurately and timely completed and submitted to respective enforcement authorities.
  • Represent Con Edison in compliance-related engagements sponsored by NPCC, NERC, North American Transmission Forum (NATF), EEIs Reliability Executive Advisory Committee (REAC) and other EEI committees. Influence the development of reliability standards and related requirements through participation in regional and national compliance committees and conferences. Collaborate with industrywide executives and advocate for company positions.
  • Oversee the standards development process and balloting, ensuring subject matter experts are fully informed of new and revised standards, providing strategic ballot recommendations. Formulate advanced compliance measures for new NERC and NPCC Standards and ensure the adoption of such measures across departmental compliance programs companywide.
  • Direct the reporting of all system events to NERC and NPCC, performing thorough compliance reviews, and providing support in the development of mitigation plans for compliance violations. Interface with NERC and NPCC to negotiate final resolution when necessary.
  • Manage the monthly creation and distribution of NERC notices of penalty for executive review and respond to executive inquiries.
  • Administer a secure compliance website for archiving company compliance records and documentation, including cybersecurity documents. Manage the NERC Transmission Availability Data System (TADS) for Con Edison.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 8 years of relevant experience. or
  • Master's Degree and 6 years of relevant experience.
Preferred Education/Experience
  • Bachelor's Degree In Engineering and 8 years of relevant experience.
  • Master's Degree In Engineering and 6 years of relevant experience.
Relevant Work Experience
  • Minimum 8 year's experience in power engineering, transmission planning analysis, energy markets, operations, or compliance management with experience preferred in the review, development and management of NERC and NPCC electric reliability standards and criteria. Required
  • Demonstrated leadership abilities Required
  • Excellent interpersonal, verbal, and written communication skills Required
  • Computer proficiency and the ability to direct the usage of electronic applications Required
  • Ability to present technical issues and topics to senior executives Required
  • Knowledge of integrated bulk electrical systems, transmission, distribution, and generation, including knowledge of substation layout, design and configurations. Preferred
  • Strong knowledge of electric reliability concepts and fundamentals. Preferred
Licenses and Certifications
  • Driver's License Required
  • Professional Engineer (PE) Preferred
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel to all locations in the Northeast, including Canada.
