In the role of High Speed Rail Planning Lead, we'll count on you to:

  • Plan, direct and monitor all aspects of large multidiscipline transportation planning and environmental compliance projects
  • Prepare, plan and analyze compliance documents
  • Establish client relations and be involved with marketing, contractual, design and production meetings
  • Direct work of others in completion of required studies, documents and reports
  • Demonstrate extensive public participation, agency coordination, planning and programming experience
  • Participate in design development and contract document work sessions in conjunction with appropriate technical professionals and other disciplines
  • Coordinate staffing and workload through entire project development to complete documents on schedule
  • Perform other duties as needed

Preferred Qualifications

  • 10-15 years planning for transit capital projects
  • Experience evaluating alternatives for capital projects based on many competing characteristics including but not limited to ridership forecasting, environmental constraints and impacts, community input and using technical feasibility to compare options.
  • Experience in informing effective engagement strategies
  • Experience with planning during NEPA/ CEAA environmental review
  • Experience working with agencies having jurisdiction (AHJ) on projects in planning (cities, counties, state agencies, regulatory agencies, etc).
  • Experience collaborating across disciplines (Ex: Environment, planning, engineering, operations) on complex projects.
  • Experience with green field route identification for passenger rail projects, or similar experience; not planning on a host railroad
  • Experience with pre-NEPA planning and scoping
  • Experience/familiarity with FRA, capital projects in Canada or Portland, Oregon

Required Qualifications
  • Bachelor's degree in Planning, Engineering or a related field
  • A minimum of 10 years' experience with transportation planning
  • Possess excellent analytical and communication skills
  • Understanding of transit planning principles
  • Positive attitude and ability to work independently or as part of a team
  • Demonstrated ability to manage multiple projects and personnel
  • Solid business development skills; demonstrated ability to relate well to clients; and demonstrated presentation skills
  • An attitude and commitment to being an active participant of our employee-owned culture is a must

The expected compensation range for this position depends upon skills, experience, education and geographical location. (Stated benefits are for full-time regular positions.
