Job Summary

JOB SUMMARY:

The City offers a competitive comprehensive benefits package, including 2 weeks paid vacation, 3 weeks of sick leave, and 11 paid holidays. Health, dental, and vision insurance (employee and family) are effective the first day of employment. The City offers two contributory Defined Benefit pension plans. Hybrid telework arrangements may be available.

Frederick is a progressive, richly diverse, and authentically charming city. Recognized as one of the best places to live in Maryland, Frederick is surrounded by mountain views and centrally located about 45 miles north of Washington D.C. and 45 miles west of Baltimore, MD.

These are professional positions with the City of Frederick, Maryland, responsible for a variety of long-range and comprehensive planning functions, including the development of Small Area Plans, updates to the Comprehensive Plan, and multi-modal transportation plans. These positions are also responsible for the collection, analysis, and reporting of data and trends related to various planning issues affecting the City and providing policy and technical recommendations to appointed and elected officials. The Planner positions assist residents and business owners in understanding the City's long-range planning efforts and developing and implementing educational and outreach efforts that promote citizen engagement.

Regular hours for this position are Monday through Friday from 8:00 a.m. until 5:00 p.m. as well as public meetings after normal working hours.

COMMUNITY PLANNING & URBAN DESIGNER PLANNER I

$36.31 - $.39.94/hour

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Conducts research and formulates recommendations by selecting, collecting, recording, tabulating, organizing and analyzing technical physical, economic, social and statistical data to assist in developing planning policies.
  • Develops and implements public engagement campaigns to reach diverse audiences, including the use of mailings, surveys, social and digital media, and public meetings/open houses.
  • Acts as a liaison to community groups, including the Golden Mile Alliance, East Frederick Rising, Downtown Frederick Partnership and others.
  • Provides technical support and policy recommendations in the form of reports and presentations to elected and appointed boards including the City Council, Planning Commission, and Active Mobility Advisory Committee.
  • Assists the public by providing information orally and in writing to property owners, developers, and community organizations.
  • Collaborates with professionals at various state and local agencies.
  • Works evenings for scheduled meetings and special meetings as needed.
  • Performs other duties as assigned.

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. REQUIRED EDUCATION AND/OR EXPERIENCE:

  • Bachelor's degree in a related field.

REQUIRED CERTIFICATES AND/OR LICENSES:

  • Vehicle Operator's license with satisfactory driving record that meets insurability standards of the City's insurance carrier is required. The employee must maintain the license for the duration of their employment.

REQUIRED SKILLS (Communication/Language; Mathematical; Computer; etc.):

  • Knowledge of basic computer software is required.
  • Self-motivated, capable of taking initiative.
  • Abilitytoresearchissues,analyzedata,writeandcommunicateclearly,andpresentoralreportseffectivelyatpublicmeetings.
  • Ability to interact with the public and to respond to inquiries regarding regulations, by phone, walk-ins, and via email.

  • Conducts research and formulates recommendations by selecting, collecting, recording, tabulating, organizing and analyzing technical physical, economic, social and statistical data to assist in developing planning policies.
  • Develops and implements public engagement campaigns to reach diverse audiences, including the use of mailings, surveys, social and digital media, and public meetings/open houses.
