Job Description

Torch Technologies is seeking a Financial Analyst/Resource Advisor(Mid-Level) to join a team that provides financial oversight and management of the budget for the F-35 Partner Support Center (PSC), 350th Spectrum Warfare Wing (350 SWW), at Eglin AFB, Florida. The 350 SWW is the technical focal point for all electronic warfare (EW) support of warfighter systems for the Combat Air Forces (CAF). The mission of the 350 SWW is to develop and test mission data (MD) to defeat enemy radar and infrared guided missile systems, thus enhancing aircrew and aircraft survivability in combat. This mission includes operational EW testing, MD development/validation/verification, force development evaluation execution and facilitating foreign materiel exploitation.

Responsibilities:

This position requires a highly motivated individual with working knowledge of financial principles within DoD and the Air Force to:




  • Apply knowledge to, rely upon, and use automated management information systems in performing fact finding, analytical, and advisory functions.



  • Provide advice and assistance with monitoring and reporting financial status of assigned programs.



  • Work financial issues include expiring periods of performance, funding limited to certain FYs, and coordinating funding documents with other government agencies or contracting offices for test support.



  • Assist in performing budget and financial and cost variance analysis, obligation and expenditure forecasting, funds management, cost estimating, and development of program/budget documentation.



  • Provide quality control of the automated financial database where funds are tracked; develops and implements methodologies for tracking the different types of expenditures to assist in preparing budgets for the future; assists with performing cursory audits of program expenditures; and utilizes reports to keep abreast of all squadron program funds.



  • Provide assistance with acquisition project support, in the form of resource or Program Budget/Financial Planning Assistance, Acquisition and Material support, Project Management Assistance, and/or Contracting Assistance of the resource management aspects of their programs



  • Provide advice and assistance in providing financial information for the preparation, processing, reviewing, and execution of all aspects of the various funding documentation required for financial execution including (but not limited to) the following:




    • Purchase Request (PR) (AFMC Form 36).



    • Military Interdepartmental Purchase Request (MIPR) (DD Form 448).



    • Project Order (PO) (AF Form 185).



    • Miscellaneous Obligation/Reimbursement Document (MORD) (AF Form 406).



    • Request for Purchase (AF Form 9).



    • Other financial documents as required





Job Requirements

Required Qualifications:




  • Bachelor's degree in applicable discipline and at least 3 years of relevant experience; 6 years of experience may be substituted for any shortfalls in education requirements



  • Specific Work Experience



  • Security Clearance




    • Ability to obtain and maintain a DoD Secret Security Clearance. This requirement is a condition of employment and must be maintained throughout tenure.





  • U.S. Citizenship required.





Preferred Qualifications:




  • Proficient with computers and software applications to include Microsoft Office products (Word, Excel, PowerPoint, Project, Outlook, etc.), expert attention-to-detail & highly organized.



  • To be considered for this opening a candidate should have experience with the following:




    • Forecasting obligation and expenditure rates.



    • Tracking actual commitments, obligations, and expenditure rates.



    • Tracking funding documents through the respective financial processes and databases.



    • Clearing financial deferrals that might occur.



    • Verifying accuracy of long-line accounting codes, Job Order Number (JON), Work Breakdown Structure (WBS), Element of Expense Identification Code (EEIC), and available funds for all supply purchases.



    • Defense Travel System (DTS) budgets, obligations and expenditures.





  • Experience in using DEAMS, CCaRS, CRIS, and other DoD accounting systems is highly desirable.



  • A current active Secret security clearance is highly desirable (but not required)
