DESCRIPTION

Under the general supervision of the Fiscal Affairs RA3, the Research Administrator 2 is responsible for the full-range of responsibilities associated with pre-award administration, post-award administration, revenue administration and general accounting analysis and administration for extramural fund activity totaling more than a million dollars. The incumbent will perform a variety of job functions involving federal, state, private, recharge income, intramural and extramural funds, with an emphasis on the major tasks for pre- and post-award administration.

In partnership with assigned Principal Investigators (PIs), the incumbent is independently responsible for the full scope of contracts and grants administration including research grant submission, set up and close out of proposals and funds with the goal of increasing extramural support for the School. The incumbent will provide advice on components required in the applications, especially their financial and administrative components; develop budgets and provide justification; analyze and develop fiscal and statistical reports, recommend and implement internal controls and serve as department liaison to the UCSD community and external customers. Other duties as assigned, within scope of job description.

QUALIFICATIONS
  • In-depth knowledge and current demonstrated experience in contract and grant proposal formats, preparation, submission and administration, as well as federal, state and private granting agency regulations.

  • In depth working knowledge of federal and non-federal agency requirements and regulations for sponsored research from proposal preparation through close out, including but not limited to Cost Accounting Standards.

  • Excellent demonstrated experience in providing comprehensive financial management of extramural funds with multiple indexes, institutions, PI's, and sites.

  • Demonstrated experience and skill in analyzing spending patterns of PIs, identifying their needs, and incorporating information into budget formats for official presentation.

  • Demonstrated knowledge and applications of principles and practices of fiscal planning and analysis. Demonstrated knowledge of policies and procedures regarding purchasing, returned goods, travel, disbursements, inventory, and contract and grant administration.

  • Proven ability to analyze complex financial issues, recognize potential impact, identify creative and alternative solutions and make recommendations.

  • Knowledge of applicable federal, state, local, sponsor and institutional regulations, policies, and guidelines.

  • Ability to manage a high volume of transactions.

  • Knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.

  • Ability to perform moderately complex financial analysis and customized reporting.

  • Demonstrated competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

  • Ability to maintain independent judgment; strong organization; communication skills; and a customer service focus.

  • Maintains current knowledge of compliance regulations in all areas of research administration.

  • Demonstrated knowledge of generally accepted accounting, fiscal and reporting principles.

Pay Transparency Act

Annual Full Pay Range: $72,809 - $106,050 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $34.87 - $50.79

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
