Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking a motivated, experienced, and public service-oriented transportation professional to join the Site Analysis Section. This position provides support and facilitation in the implementation and monitoring of proffer programs aimed at decreasing Single Occupancy Vehicle (SOV) trips in Fairfax County.
Responsibilities include:
- Enforces Fairfax County's TDM guidelines and commitments.
- Reviews annual reports submitted by development sites to verify compliance of TDM goals; updates proffer database and program enforcement procedures to ensure proffer compliance.
- Supports TDM program implementation to enhance congestion mitigation efforts along major travel corridors.
- Assists TDM proffer coordinator in providing guidance to stakeholders and the public.
- Tracks, maintains, and updates the proffer database; prepares reports and findings associated with TDM related functions and presents them to the TDM Proffer Coordinator.
- Develops and communicates status reports, meeting summaries, and other written materials as required to successfully complete projects or assignments.
- Conducts field work/review or onsite employer assessments.
- Prepares presentations for community meetings, advisory groups, technical working committees, briefings for senior leadership and/or elected officials, and other audiences, as required to meet specific audience needs.
- Attends project-related meetings and workshops, both in-person and virtual, including occasional evenings and weekends.
- Performs other duties as assigned.

MINIMUM QUALIFICATIONS: Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")
Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.
CERTIFICATES AND LICENSES REQUIRED: Valid driver's license
NECESSARY SPECIAL REQUIREMENTS: The appointee to this position will be required to complete a driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- Knowledge in Transportation Demand Management (TDM) program management and experience monitoring proffer program performance and implementation of TDM programs aimed at reducing single occupancy vehicle travel.
- Knowledge of commuting trends and experience working on projects associated with multimodal transportation planning for pedestrians, bicyclists, transit users, and drivers to reduce single occupancy vehicle travel.
- Experience preparing technical reports on metrics and presenting information to a variety of audiences as a such as to the fellow staff members, elected officials, and other stakeholders
- Experience reviewing proffers, comprehensive plan guidance, zoning applications and site plans.
- Strong organizational, time management, and project management skills, including ability to coordinate multiple projects, prioritize, and meet established deadlines.
- Strong analytical skills, excellent oral and written communications skills.
- Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships with employers, residential sites and regional stakeholders.
- Desire to advance a collaborative and supportive culture.
PHYSICAL REQUIREMENTS:
Work is generally sedentary. However, employee may be required to do some walking, standing, bending, and carrying of items under 25 pounds in weight. All duties performed with or without reasonable accommodations.
