Information Services (IS) is the central IT department within the Regional Administration (RA) division that supports all divisions of the Metropolitan Council. Our 140 team members provide technology, practices and innovative solutions that enable the core services of the Council.

How your work would contribute to our organization and the Twin Cities region:

The Data Engineering Manager is responsible for managing the data engineering team which designs, develops, and maintains data solutions across the Council. Data solutions include databases, data platforms, data lakes, and data marts as well as data movement (data pipelines/ETL/ELT - extracting, transforming, and loading data). The Data Engineering Manager assures data is available for operational and analytical systems and works to help ensure data quality, consistency, and reliability.

This role includes delivery and support functions, and administrative, supervisory, and managerial duties. It includes strategic planning, budgeting, performance management, coaching, and workforce planning. The Data Engineering Manager also is responsible for establishing and implementing data engineering best practices, policies, and procedures. They have significant responsibility in the selection and coordination of data vendor software, services, and licensing agreements.

This role requires a high degree of expertise in database technologies, data modeling, and data integrations for structured and unstructured data. Along with strong leadership and teambuilding skills, it requires strong programming and SQL experience. This role must be able to manage and prioritize multiple work initiatives simultaneously and work with internal and external business partners to ensure business needs are met.

Full Salary Range: $52.19 - $84.71 hourly/$108,555 - $176,197 yearly

This position is eligible for a hybrid (both remote and onsite) telework arrangement. Candidate's permanent residence must be in Minnesota or Wisconsin.


What you would do in this job

Strategic Planning & Leadership

  • Develop the strategic plan for data solutions for operations, reporting, and analytics.
  • Align with IS teams and build the data roadmap to achieve the strategic plan.
  • Develop and mature the data standards, best practices, and procedures.
  • Evolve and mature the data operating model and enable stronger self-service reporting and analytics across all business units.
  • Help build and support data governance and data literacy programs.
Team Management
  • Manage, mentor, and grow a high-performing team of data engineers.
  • Manage team resources, workloads, demand and forecast to actuals.
  • Create team and individual performance goals and development plans.

Data Operations

  • Ensure data systems are available, scalable, secure, and supportable.
  • Manage 24x7x365 operations, on-call data team rotations, and change enablement.
  • Serve as an escalation point for incidents and participate in on-call incident manager rotations to ensure Service Level Agreements (SLAs) are met.
  • Establish and track Key Performance Indicators (KPIs), SLAs, and opportunities for performance improvement, optimizations, and automation.
  • Help fulfill data practices requests, complete audits, and with cybersecurity events.
  • Efficiently manage and track data service requests, from assignment to fulfillment.

Data Development

  • Design, develop, and implement data solutions for operational, reporting, and analytical systems.
  • Build enterprise data products for all RA departments.

Cross-Functional Collaboration

  • Effectively collaborate with business teams on data needs and requirements.
  • Partner with IS teams to architect and deliver available, secure, and supportable data solutions for on-premise, hybrid, and cloud environments.
  • Collaborate with IS teams to define and deliver data solutions that meet business high availability and disaster recovery needs.
  • Mentor and train IS and business teams on data solutions.

Vendor Engagement

  • Manage professional services and staff augmentation contracts for data services.
  • Help manage data software and hardware support and maintenance contracts.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of education (in Computer Science/Engineering, Information Technology, or related) and relevant experience:

  • Master's degree and five (5) years of experience, including 3 years of management experience.
  • Bachelor's degree and seven (7) years of experience, including 3 years of management experience.
  • Associate's degree and nine (9) years of experience, including 3 years of management experience.
  • High school diploma/GED and eleven (11) years of experience, including 3 years of management experience.

Knowledge, Skills, and Abilities Required:
  • Created data strategies and roadmaps for operations, reporting, and analytics.
  • Developed data and SQL standards, best practices, policies, and procedures.
  • Built and managed a team of data engineers, including supervision and performance management.
  • Managed database operations 24x7x365 for an organization of similar size.
  • Established KPIs and tracked performance to SLAs.
  • Managed data incidents, service requests, problems, and change enablement.
  • Knowledge and experience complying with laws and regulations around data.
  • Developed and implemented data solutions for operational and analytical systems.
  • Delivered available, secure, and supportable data solutions for on-premises, hybrid, and cloud environments.
  • Business planning, leading, and influencing inside and outside of an organization.
  • SQL Server and Oracle database experience.
What additional skills and experience would be helpful in this job (desired qualifications):
  • Built and implemented data governance and a data literacy program.
  • Created a data operating model and enabled self-service.
  • Built a modern cloud data platform (i.e. Databricks or Snowflake).
  • Direct work experience at or with the Council.
  • Managed professional services, software and hardware support contracts.
  • API, Web Services, and Integration Platform as a Service experience.

What knowledge, skills, and abilities you should have within the first six months on the job:
  • Knowledge of the various business units and what each unit does, their way of working, and their needs and requirements.
  • Ability to juggle diverse projects and their regulatory aspects, budget constraints, and how they affect the team's workload and backlog.
  • Strong interpersonal relationships within and across teams and business units, to remove barriers, reduce risk, build trust and improve insights across the Met Council.
  • Ability to set others up to be successful in their work, providing a helping hand through servant leadership.
  • Skill and comfort in delivering strategic guidance to all levels of leadership, across multiple divisions and business units of the Council.

What your work environment would be:
You would perform your work in a standard office setting. Work may sometimes require travel between your primary work site and other sites.

If you are new to the Metropolitan Council, you must pass a drug test (safety sensitive positions only), and a background check which verifies education, employment, and criminal history. A driving record check and/or physical may be conducted if applicable to the job. If you have a criminal conviction, you do not automatically fail. The Metropolitan Council considers felony, gross misdemeanor and misdemeanor convictions on a case-by-case basis, based on whether they are related to the job and whether the candidate has demonstrated adequate rehabilitation.

This position involves direct access to Criminal Justice Information (CJI) as defined by the FBI CJIS (Criminal Justice Information Services) Security Policy. In accordance with section 5.12.1.1 of the FBI CJIS Security Policy, final candidates must agree to submit to a state of residence and national fingerprint-based record check. If the result of the record check reveals criminal convictions, the nature and circumstances of those convictions will be reviewed by the Metropolitan Transit Police Department and/or the Minnesota Bureau of Criminal Apprehension to determine if access to Criminal Justice Information would be permissible.
