Summary: Compass Strategy Solutions, LLC, is seeking a highly qualified Senior Background Adjudicator to lead adjudication and full-scope background investigation efforts for a federal law enforcement agency in the Washington D.C. area. This contract position requires formal investigative training, a minimum of 2 years of specialized experience in adjudications or investigative roles. Preferred candidates will bring demonstrated expertise in federal, military, or law enforcement background investigations, and possess a strong understanding of suitability criteria and investigative methodology.

Active or favorably adjudicated Public Trust clearance is required.

JOB DESCRIPTION
The senior adjudicator will plan and oversee the adjudication process for the hiring of sworn recruit officers. The senior adjudicator:
  • Works closely with upper management at a law enforcement entity to ensure that the scope and direction of each project is on schedule.
  • Manages and leads a team of adjudicators and assigns approved applicant case files to adjudication staff and monitors their completion.
  • Receives and reviews candidate lists to determine preliminary suitability.
  • Monitors the progression of each applicant assignment cycle ensuring candidate personal history statements are submitted in the case management system.
  • Reviews all disposition reports completed by adjudicators and make the final suitability determination.
  • Ensures that all applicant profiles have been properly closed in the appropriate databases upon case closure.
  • Oversees the creation of approved applicant packets before the law enforcement entity Assessment Centers.
  • Conducts quality control of work products and prepares reports on productivity and cases processed.
  • Is able to work directly with cross-functional teams to ensure deliverables are completed within the scope by the established deadline.
  • Serves as the single interface between the client and the project team regarding case distribution and suitability determinations.
  • Possesses exemplary customer service skills. As the primary customer interface, must be able to listen to and understand customer expectations and concerns, assure the customer that the project is being executed effectively, and have a sense of urgency in completing customer requests.

MINIMUM QUALIFICATIONS

Minimum education: High School Diploma or GED.

Required Qualifications:
  • Completion of recognized training programs such as:
    • Federal Background Investigator Training Program (FBITP).
    • Local law enforcement training academy.
    • Reid School.
    • Certified investigative training courses.
  • Minimum of 2 years of experience in one or more of the following roles:
    • Background Investigator.
    • Criminal Investigator.
    • Security Specialist.
    • Adjudicator (Experience must be with a federal agency, law enforcement department, approved contractor, or military investigative unit).
  • Minimum of 5 years of general experience in adjudicative and investigative support.
  • Favorably adjudicated full-scope background investigation, including FBI fingerprint check.
  • Proven ability to:
    • Conduct investigatory interviews with applicants and third parties.
    • Perform complex personnel security investigations.
    • Analyze results from polygraph, psychological, and medical evaluations.
    • Initiate credit and criminal checks.
    • Interpret and evaluate evidence to assess suitability for employment.
  • Strong working knowledge of local, state, and federal fraud statutes.
  • Ability to write formal analyses and investigative reports recommending case disposition.
  • High standards of integrity and confidentiality in handling sensitive information.
  • Effective liaison and customer service skills for communication with:
    • Insurance claim services.
    • Legal and medical professionals.
    • Government and regulatory agencies.
    • Vendors, policyholders, and other stakeholders.
