Job Description:

We are seeking a highly experienced Senior Manager, Trade Compliance with deep expertise in trade regulations including the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and other federal requirements. This role is critical in ensuring our global trade practices align with applicable U.S. and international laws, enabling secure and lawful movement of articles, services, and technical data.

This position reports to the Director, Trade Compliance and is part of a larger Legal Department. You'll work with the Director and the Trade Compliance team to develop, implement and manage effective export licensing, policy and compliance strategies. You'll also engage with Saab's foreign affiliates for them to understand and comply with U.S. export laws and regulations.

RESPONSIBILITIES:

  • Lead development, implementation, and continuous improvement of the trade compliance program with a focus on defense-related activities. Serve as a subject matter expert on ITAR and EAR compliance. Provide clear guidance and options to enable decision-making and compliant conduct.

  • Support foreign technology transfer to the U.S. and favorable utilization aligning with U.S. and foreign requirements.

  • Ensure the company maintains proper authorizations including licenses, agreements, and exemptions/exceptions. Draft quality license applications, proposed agreements, General Correspondences, Commodity Jurisdiction and Commodity Classification requests. Submit applications through U.S. Government systems, and track cases to monitor progress. Contact and respond to U.S. Government personnel appropriately to resolve issues and secure authorizations. Identify available license exemptions/exceptions and conditions for use. Ensure provisos and conditions are disseminated, understood, and complied with. Serve as an Empowered Official.

  • Interact and liaise with customers, partners, suppliers, government offices, organizations, and associations on trade compliance issues important to Saab.

  • Monitor and interpret current and revised trade laws, regulations, and guidance and advise senior leadership and management of implication and risk mitigation strategies.

  • Conduct internal audits, risk assessments, and investigations related to trade compliance.

  • Develop and deliver trade compliance training programs tailored to key business functions and programs. Promote a strong culture of compliance and accountability throughout the organization. Partner with foreign affiliates to provide briefings on U.S. and foreign export authorizations to cross-functional audiences.

  • Institute, maintain, and update internal policies, procedures, and instructions.

  • Remain current on trade compliance news, requirements, changes, and trends. Communicate information in various media effectively to stakeholders.

  • Manage, undertake, and assist with other trade compliance activities at the direction of the Director, Trade Compliance.

Compensation Range: $128,800-$167,400

    The compensation range provided is a general guideline. When extending an offer, Saab, Inc. considers factors including (but not limited to) the role and associated responsibilities, location, and market and business considerations, as well as the candidate's work experience, key skills, and education/training.

    Skills and Experience:

    REQUIRED EXPERIENCE:

    • Bachelor's degree and 7-10+ years' demonstrated deep experience with the ITAR, EAR, and other trade regulations. Consideration might be given for other education or specific work experience related to need areas.

    • Strong preference for candidates at a Saab, Inc. location.

    PREFERRED CAPABILITIES:

    • Experience working with foreign entities, and appreciation of cultural differences.

    • Ability to work independently as well as under direction.

    • Sound organizational skills to perform and handle multiple substantive and administrative activities concurrently.

    • Strong communication skills with an ability to clearly explain issues and requirements rather than to just state them.

    • Knowledge of Defense Federal Acquisition Regulation Supplement (DFARS).

    • Security clearance or eligibility to obtain a security clearance.

    • Ability to travel 10%-15% domestically and internationally.

    Citizenship Requirements:

    Must be a U.S. citizen, Permanent Resident (green card holder), or protected individual as defined by 8 U.S.C. 1324b(a)(3).
