Description

BlueHalo, an AV company, has an immediate opening for a Technical Program Manager to support the High-Performance Electromagnetic Spectrum Survivable Materials Advancement (HELMSSMAN) program. This position will be located at the Air Force Research Laboratory, Materials and Manufacturing Directorate's Photonic Materials Branch, at Wright Patterson Air Force Base, Dayton, OH.

The program involves developing materials and system designs to provide protection against all forms of electromagnetic threats to ensure effective performance in contested environments. Technology development encompasses protection across multiple wavelengths in the electromagnetic spectrum.

The ideal candidate will possess a strong technical background and experience in overseeing projects, ensuring streamlined operations, and fostering a collaborative work environment. This role demands exceptional communication skills to convey complex information clearly and concisely to various technical and organization experience levels.

Responsibilities



  • Steer a dynamic team to advance timely development in electromagnetic protection
  • Provide leadership of developmental programs as well as technical recommendations to both the AV team and gov't customers
  • Serve as primary interface between AFRL, OUSD and AV local and corporate staff to develop and execute a rapid transition portfolio for counter EMS
  • Serve as a conduit monitoring current operational needs while guiding on-going development to secure a responsive and productive collaboration
  • Advocate application of technical advances to stakeholders and potential sponsors
  • Conduct technical interchange meetings and facilitate communication among stakeholders, government customers and contractor staff
  • Support AF program management during meetings with stakeholders and sponsors, documenting strategic directions, funding consideration and assigned action items
  • Address transition considerations for any developed technology


Required Qualifications

  • U.S. citizen, TS/SCI clearance
  • MS in an engineering discipline
  • Proven success in supporting Air Force or other DoD programs
  • 5-8 years of program management experience
  • Experience in AFRL programs and transition customers
  • Exhibit high organizational and managerial expertise, efficiently coordinating multifaceted tasks, managing competing priorities, updating status reports and successfully leading teams
  • Demonstrate exceptional verbal and written communication tailored to various audiences, including engineers, financial professionals, contract specialists, government program managers, and other stakeholders
  • Network of AF and other DoD stakeholders engaged in development and transition of EMS protection techniques
