Position Description

POSITION TITLE: Regional Social Work Manager

LOCATION/DEPT: CITY MISSION

REPORTS TO: Director of City Mission

FLSA CATEGORY: Exempt

STATUS TYPE: RFT

PAY CODE: 206 ($47,638.50 - $57,174)

OUTCOMES

Responsible for the coordination and integration of all Social Services ministries among Salvation Army units and resources within an assigned region of the City of Chicago. Responsible for the full implementation of the Pathway of Hope model within the assigned region.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Administration and Planning



  1. Team Development

    1. Provide professional direction in order to coordinate all program ministries within service region.

      1. Program services are delivered and coordinated in a fully integrated manner within the context of overall corps ministries.
      2. Ongoing review and evaluation of program outcomes result in improvement of service delivery.


    2. Pathway of Hope and Case Management Support

      1. Manage the implementation of Pathway of Hope throughout the region, including staff training and review of outcomes.
      2. Provide ongoing supervision and administrative oversight for assigned region in the implementation of Pathway of Hope
      3. Ensure quality of local data and reporting of information that will support national and territorial POH program outcomes.


    3. Maintain excellent communications among all parties within the Region and Division.

      1. Ensure effective communication and mission effectiveness through weekly meetings with officers and program staff.
      2. Regularly meet with Divisional Pathway of Hope Project Manager and The Regional Team to review the implementation of City Mission strategy in order to capitalize on successes, address concerns and share best practices.
      3. Regularly meet with Divisional Pathway of Hope Project Manager to review the strategy implementation, celebrate successes, address concerns, and share best practices.


    4. Establish and maintain collaborative relationships throughout the regions in order to meet mission objectives.

      1. Support team building at Divisional Pathway of Hope Meetings, Regional Meetings and Corps Officer Meetings including (but not limited to) Corps Officers, City Mission Team Facilitator, Corps Emergency Assistance Worker, Corps leadership, volunteers and key representatives from other SA programs.




  2. City Mission and Divisional Pathway of Hope program support and consultation

    1. Participate as part of the City Mission Management Team

      1. Attend monthly Management and Divisional Pathway of Hope Team Meetings
      2. iShare with Program Managers and Divisional Pathway of Hope Coordinators updates on corps activities and resources.


    2. Provide ongoing support to the City Mission social service programs and Divisional Pathway of Hope Project Manager

      1. Participate in QA file reviews and make recommendations based on these reviews
      2. Provide program support and guidance during critical times.
      3. Provide clinical and administrative supervision for programs when the Director is unavailable.




  3. Resource Development

    1. Strengthen program ministries by actively seeking additional resources.
    2. Provide community and SA resources at Regional Meetings, Corps Team Meetings and Divisional Pathway of Hope Team Meetings.
    3. Ensure quality of POH planning and implementation by participation with POH planning and program development at sites.


  4. Staff Development

    1. Provide professional support to staff through the training, tools and resources required to deliver quality services across the region.
    2. Plan, conduct and/or participate in workshops and other training events at the territorial, divisional or local level, as requested and/or assigned.




Clinical Intervention/Case Management Support



  1. Consultation Services

    1. Provide case consultation to Social Services Coordinator, Corps caseworkers with crisis intervention (emergency assistance) and case management.

      1. Provide guidance in cases of potential mandated reporting.
      2. Provide consultation in and program connection in cases of mental health issues, domestic violence, human trafficking, etc.


    2. Plan, coordinate and facilitate monthly Corps caseworkers meetings.
    3. Meet with Corps staff and Officers monthly to offer support and information regarding community linkages, programmatic requirements including intake processes, intervention strategies and collection of data needed to meet program-reporting requirements.




Intra-Agency Responsibilities



  1. Ensure relevance and consistency of social services in Chicago Area command by collaborating with other Salvation Army units and personnel to successfully maintain and achieve policies and procedures, goals and objectives, and outcome-based measures related to social services.
  2. bAssist scaling of POH and learning agenda by collaborating with the Divisional Pathway of Hope Project Manager, Assistant Divisional Social Services Director and Regional Coordinators of POH, and the Director of City Mission and other organizations for the purposes of further development of POH model.


Community Relations



  1. Attends inter-agency meetings and participates in local networks, as appropriate with local staff.
  2. Maintains working relationships with community agencies to provide comprehensive services for participants and to stay abreast of current trends and resources available.


Continuing Education



  1. Participates in professional seminars, conferences and other meetings for Continuing Education Units, to increase professional knowledge.
  2. Maintains an active interest and involvement in the social work field, and incorporates new developments into practice whenever possible.
  3. May prepare written material for presentation or publication. This should be done with the knowledge and consent of the Divisional Pathway of Hope Project Manager and Divisional Social Services Director.
  4. Maintains current knowledge of legislation that affects social work practice.
  5. Plan, conduct and /or participate in POH workshops and other training events at the territorial, divisional or local level, as requested and/or assigned.
  6. Maintain a POH trained personnel database, updating all information quarterly following command POH evaluation reviews of each unit.
  7. Provide supervision for social work student interns, as requested and/or assigned.


Additional Duties as assigned.

REPORTING RELATIONSHIPS

This position reports to the Director of City Mission.

This position works collaboratively with Divisional Pathway of Hope Project Manager, program staff, corps officers, and social services with the goal of ensuring effective delivery of quality services within the context of mission objectives.

In contacts related to this position's duties, this individual acts as a representative of The Salvation

Army and its mission.

PERFORMANCE MEASUREMENTS

This individual will be evaluated on how effectively the outcomes of this position are achieved, through efficiently functioning teams within the service region.

Timeliness and accuracy of accomplishing assigned goals within budgetary guidelines will also be reviewed.

A 30, 60, and 90-day performance review will be conducted.

EDUCATION/EXPERIENCE



  • A Master's degree from an accredited school of Social Work.
  • Licensed Clinical Social Worker (LCSW) preferred.
  • Minimum of 3-5 years of experience in the social work field, with demonstrated ability in both the delivery of services and supervision of staff.
  • Bi-Lingual, Spanish preferred.

POSITION LIMITATIONS



  • This individual will only commit Army resources that have been allocated or approved.
  • This individual will keep the Director of City Mission and appropriate regional staff informed on all critical issues relating to their area of responsibility.
  • This individual will adhere to all policies and procedures in carrying out the responsibilities of this position.


PHYSICAL DEMANDS/WORK ENVIRONMENT



  • This position is required to do moderate physical work and must be able to lift 10 pounds.
  • In order to successfully perform the essential functions of this position, the employee is regularly required to use a computer and other office equipment
  • The work environment for this position includes an office environment with a low noise level. Must be able to visit sites throughout the Chicago area.
  • Maintain positive work atmosphere by behaving and communicating in a manner that fosters and maintains positive relationships with co-workers and supervisors.
