Summary: The Senior Manager (Program Manager) will lead and oversee programmatic, compliance, and operational support for the Department of Homeland Security (DHS) Human Research Protections Group (HRPG). This role requires a seasoned professional with deep expertise in human subjects research protections, regulatory frameworks, and quality management. The Program Manager will be responsible for managing multidisciplinary teams, ensuring compliance with federal regulations, and supporting the development and execution of HRPG initiatives across DHS.
Responsibilities
Essential Job Functions:
- Lead and manage cross-functional teams supporting HRPG operations and compliance.
- Organize and oversee work assignments, ensuring alignment with contract deliverables and timelines.
- Serve as the primary point of contact for programmatic coordination with DHS leadership, federal agencies, and external stakeholders.
- Provide strategic oversight and quality control for all HRPG-related activities, including audits, training, and regulatory development.
- Support the development of operational standards, administrative structures, and guidance documents.
- Represent HRPG in interagency and external meetings, providing expert input and briefings.
- Provide comprehensive programmatic and task management support.
- Facilitate communication with HRPPs, compliance offices, and external regulatory entities.
- Support DHS program management meetings and strategic planning.

- Lead post-approval compliance activities including audits, site visits, and reviews.
- Provide guidance on compliance with federal, state, and local regulations.
- Document findings and recommend corrective actions to achieve compliance.

Qualifications
Necessary Skills and Knowledge:
- Expertise in quality control/quality management.
- Strong working knowledge and ability to develop procedures based on federal, state, and local laws, and guidelines.
- Ability to analyze complex problems and recommend, monitor, and execute best practice solutions to executive level management.
- Excellent written and oral communication skills, and the ability to work well with Federal leadership and personnel.
- Shall be able to read, write, speak, and understand English.
Minimum Qualifications:
- Bachelor's Arts/Science Degree with extensive human research protections experience.
- Demonstrated knowledge of the Common Rule and other regulations relevant to the protection of human subjects in research, DHS and other federal regulations, research compliance, Good Clinical Practice (GCP) and clinical trials standards, and other research standards for all aspects of HSR regardless of discipline.
- Alternatively, must demonstrate prior management experience, including the ability to train Scientists who are more junior.
- Available to travel locally, regionally, and nationally.
- Ability to obtain a Top Secret clearance.
Preferred Qualifications:
- Master's degree or higher in any discipline but preferably in the sciences, health policy, law, or information technology (IT).
