About the Position

As our Human Resources Analyst, you will perform advanced-level professional personnel work. This role will require the use of discretion and independent judgment in making recommendations and decisions in the areas of employee relations, compensation, policy compliance, recruitment, leave management, and personnel administration for the Clerk of the Superior Court Human Resources Department.

This position has the opportunity for a flexible/hybrid schedule after training is completed.

We Require

  • Two years of professional-level human resources experience
  • Bachelor's degree in Human Resources, Business, Public Administration, or related field
  • Post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis

We Also Value

  • Experience in employee relations, including performance management, disciplinary processes, and consulting with managers and employees
  • Human resources experience within a public sector environment
  • HRCI, SHRM or IPMA-HR Certified HR Professional

Job Contributions

  • Ensures all employee relations cases are handled consistently, in compliance with regulations and policies and procedures, in a timely manner, and in alignment with the Clerk's values and policies.
  • Conducts thorough investigations into employee concerns, policy violations, and conduct-related issues with professionalism and urgency to resolve employee concerns and help shape workplace culture.
  • Collaborates with managers and HR leadership to craft and execute performance management strategies, including corrective actions and improvement plans.
  • Coordinates recruitment and selection process to ensure adherence to human resources policies and applicable laws and regulations.
  • Provides expertise and advice to management in answering human resources matters including interpreting policies and procedures and providing guidance on County Merit Rules, employment law, FMLA, ADA and Workers' Compensation.
  • Consults with management on HR best practice; COSC policy and procedure; County policies and procedures, including leave administration and accommodations; recruitment; and employee relations.
  • Provides employees with information on leave policy and processes; engages with employees in the interactive process concerning reasonable accommodations; provides information on recruitment, interviewing and resume building; offers guidance on COSC policy and procedure; County policies and procedures.
  • Coordinates with vendors regarding Short-Term Disability and Long-Term Disability, providing pertinent data to ensure claims are processed in a timely and efficient manner.
  • Conducts special projects and studies; researches personnel issues, collects personnel operational data, and compiles complex statistical information for reports.
  • Trains in Human Resources topics to include FMLA, Disability Management, employee relations, recruitment best practice, HR policies and procedure, new hire orientation and onboarding programs.
  • Assists with market studies, pay for performance, position management and other compensation related issues.
  • May perform mediation for supervisors and employees.
  • Maintains confidentiality of all work-related matters, personnel records, and information.
  • Maintains expertise in Human Resources issues through participation in educational opportunities, meetings, and workshops.
  • Attends meetings and communicates with a variety of County Departments to include Employee Compensation and County Human Resources.
  • Provides Workday subject matter functional expertise for day-to-day support and development including hands-on configuration of business processes, data uploads, testing and other issue analyses.
  • Conducts complex classification and salary studies; develop class specifications; recommend classification and salary levels; communicate classification and salary determinations
  • Applies appropriate job specific knowledge and uses expertise to perform daily job responsibilities to achieve organizational goals and equitable access to justice (mission/vision/values).
  • Demonstrates courtesy, honesty, fairness, and timely responsiveness when dealing with citizens, co-workers, or other departments in the County.
  • Uses positive influence to collaborate openly and comfortably with diverse groups of people.
  • Builds constructive relationships with people both similar and different from oneself in an open, friendly, and accepting way.
  • Models supportive, inclusive, and equitable behavior; acts with positive intent, mutual respect, and honesty.
  • Promptly respond to inquiries, requests, and questions by monitoring HR inboxes.

  • Conducts special projects and researches, analyzes, and interprets the results.
  • Responsible for Clerk of the Superior Court badging access, including access initiations and terminations, and issue resolution

Working Conditions

  • High volume, fast-paced environment with frequent stressful situations and extended periods of sitting while completing computer activities
  • Ability to lift boxes or other items up to 20 pounds and carry, push, or pull from one courthouse to another
  • May require travel to and from job-related locations during the course of a scheduled workday, subject to County policies regarding the use of County or private vehicles on County business
