Senior Program Manager LOCATION: Onsite - Aberdeen Proving Ground, MD JOB STATUS: Full-time CLEARANCE: SECRET (TOP SECRET Eligible) CERTIFICATION: PMP or DAWIA Level 3 TRAVEL: As Needed - CONUS & OCONUS SALARY RANGE: $154K - $231K Astrion has an exciting opportunity for a Sr. Program Manager to support the U.S. Army Communications-Electronics Command (CECOM) Worldwide Field Support (WFS) program at the Aberdeen Proving Ground in Maryland and OCONUS Locations. The Program Manager will provide leadership and direction for the CECOM WFS overseeing comprehensive logistics, sustainment, and maintenance services for current and future Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance and Reconnaissance (C5ISR) systems and associated operational requirements across the globe. The successful candidate will demonstrate experience managing global operations, including CONUS and OCONUS locations. RESPONSIBILITIES
- Lead and supervise all activities conducted by cross-functional team of prime contractor and subcontractor personnel to fulfill program objectives.
- Provide comprehensive program oversight, including administrative and clerical support, financial controls, cost and technical status reporting, and program reviews.
- Develop, maintain, and update a robust Program Management Plan (PMP) that details organizational structure, work breakdown structure (WBS), risk management strategies, communication protocols, quality control methodologies, and staffing plans.
- Ensure accurate and timely submission of all required Contract Data Requirements Lists (CDRLs), such as weekly activity reports, monthly status reports, and property accountability reports.
- Implement and manage a Quality Assurance Surveillance Plan (QASP) that aligns with ISO 9001:2015 standards, overseeing corrective actions and performance evaluations.
- Facilitate smooth and uninterrupted transition-in and transition-out phases for the program.
- Administer property accountability and control procedures for Government Furnished Equipment (GFE), Government Furnished Property (GFP), and Contractor Acquired Property (CAP), adhering to Army Regulations and DFARS.
- Ensure all contractor employees complete mandatory government training and maintain necessary certifications, including Information Assurance (IA/IT) levels.
- Collaborate with Program Executive Offices (PEOs) and system/equipment Program, Project, and Product Managers to foster effective communication and advance CECOM and Army Materiel Command (AMC) initiatives.
- Supervise supply support operations, encompassing the requisitioning of Class IX repair parts via GCSS-A or commercial channels, inventory management, and addressing diminishing manufacturing sources.
- Contribute to the development of logistics sustainment plans, offer feedback on ongoing operations, and propose enhancements to support structures that may reduce footprint while preserving readiness.
- Maintain a high-performing staff to execute the worldwide requirements of the program.
- Manage all travel aspects, ensuring compliance with Joint Travel Regulations (JTR), Federal Travel Regulations (FTR), and Department of State Standardized Regulations (DSSR), and securing prior approvals.
- Ensure strict adherence to all security requirements, including managing access to classified material (up to Top Secret/Sensitive Compartmented Information (SCI) with polygraph), and network systems (NIPRNET, SIPRNET, Joint Worldwide Intelligence Communications Systems (JWICS), National Security Agency Network (NSANET).
- Exercise oversight in administering policies and procedures related to the program.
- Direct and guide personnel in executing program activities, verifying compliance with applicable laws and regulations
REQUIRED QUALIFICATIONS / SKILLS
- Citizenship: Must be a US citizen
- Clearance: Must have an Active Secret Clearance
- Education: Bachelor's degree from an accredited college or university (management, business administration, and advanced degrees preferred).
- Proficiency in:
- DoD acquisition, logistics, and sustainment processes
- Microsoft Office Suite applications (Excel, PowerPoint, Word) and SharePoint.
- Experience with:
- Active Project Management Professional (PMP) certification or Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in Program Management.
- A minimum of fifteen (15) years of experience in U.S. Army supply chain management, with demonstrated relevant experience within the past fifteen (15) years.
- A minimum of fifteen (15) years of experience in areas such as business process optimization, strategic sourcing, managing suppliers and subcontractors, financial and cost control, field support, and readiness management.
- Proven ability to manage large, complex government contracts, particularly within the defense sector, and to oversee all efforts by both prime and subcontractor teams.
- Expertise in managing and tracking Government Furnished Equipment (GFE) and Contractor Acquired Property (CAP).
- Capacity to identify and effectively mitigate program risks.
- Ability to ensure program execution adheres to established cost, schedule, and performance targets.
PREFERRED QUALIFICATIONS / SKILLS
- Direct experience directly supporting CECOM and/or the Army Field Support Brigades (AFSBs).
- Familiarity with the Synchronized Pre-deployment and Operational Tracker (SPOT) system.
- Experience in leading multi-functional teams (e.g., engineers, logisticians, Field Service Representatives).
- Knowledge of industry best practices for quality management, such as ISO 9001:2015.
- Ability to analyze and interpret complex data for reporting and informed decision-making.
