Description

Metra, one of the largest and most complex commuter rail systems in North America, is seeking a Director, Operations Compliance to lead the administration, cost control, and compliance management for its operating departments. Reporting directly to the Deputy Executive Director/Chief Operating Officer (DED/COO), this role is instrumental in driving fiscal responsibility and a high standard of ethical compliance across the organization.

Primary Responsibilities

  • Oversee and evaluate budget and fiscal operations for all operating departments, ensuring compliance with agency policies and federal regulations.
  • Supervise managers and inspectors, setting priorities, monitoring performance, and directing training and development.
  • Develop and administer annual operating budgets; ensure cost control processes and adherence to best practices.
  • Establish and monitor KPIs to support operational efficiency and budgetary discipline.
  • Ensure accurate and timely financial reporting and promote collaboration between operational and financial divisions.
  • Provide strategic counsel and updates to the DED/COO on compliance risks and control issues.
  • Manage staffing, scheduling, performance evaluations, and disciplinary procedures.
  • Promote and enforce safety standards and foster a secure work environment.
  • Perform duties in both office and field environments, including exposure to varying weather conditions.

The final salary will depend on the candidate's qualifications. Those with 8 years or more of required experience can expect offers up to the midpoint of the salary range. Metra provides full pay ranges so candidates can consider their growth potential.

Requirements
  1. Bachelor's degree in Finance, Accounting, or Business Administration.
  2. 8+ years of professional experience in budgeting, finance, accounting, or operations.
  3. 3+ years of direct supervisory experience, including task management, performance evaluations, conflict resolution, and disciplinary actions.
  4. Valid driver's license; must be able to operate a vehicle and lift up to 20 pounds.
  5. Willingness to travel within Metra's 6-county service area and work flexible hours, including early mornings, late evenings, and weekends.

Preferred Qualifications

  1. Master's degree (MBA, MPA, etc.).
  2. PMP Certification.
  3. Experience in the railroad, transportation, or manufacturing industry.
  4. Familiarity with enterprise asset management software, especially Maximo.

Key Competencies

  1. Strong knowledge of budgeting, accounting, and auditing principles.
  2. Effective leadership, communication, and team management skills.
  3. High analytical and critical thinking capabilities.
  4. Experience working with governmental accounting and fiscal reporting standards.
  5. Ability to lead cross-functional teams and advise senior executives on compliance and financial strategy.
