IT Service Delivery Manager

 

PEMEX Deer Park is seeking an IT Service Delivery Manager to support the Director of Information Technology in leading Cybersecurity, Infrastructure, and Network operations at the Deer Park site. You will oversee the Service Desk, Applications Support, Microsoft Collaboration tools, and IT integration initiatives, supporting approximately 1,100 users and 1,500 contractors. You will serve as a key member of the IT leadership team, managing a team of 5–10 onsite staff and a larger offsite or managed service team. In this role, you will help drive the refinery’s digital transformation by delivering secure, reliable, and service-oriented operations across all IT systems. You will also collaborate across IT sub-departments to strengthen system architecture and maintain a safe and resilient technology environment.

To succeed as an IT Service Delivery Manager, you must have:

  • Bachelor’s degree in Information Technology, Computer Science, or related field with extensive experience in cybersecurity, infrastructure, and network management, preferably in the oil & gas or industrial sector.
  • Active certifications such as CCNP Enterprise or Collaboration, CISSP or CISM, Microsoft certifications, and PMP are required.
  • Proven expertise in managing firewalls, IDS/IPS, Active Directory, Azure security, Microsoft collaboration tools, cloud computing, endpoint management, and BTP integrations.
  • Solid understanding of SOX compliance, cybersecurity governance, NOC/SOC operations, disaster recovery planning, and data leakage prevention.
  • Demonstrated ability to manage IT budgets (Opex/Capex), lead vendor negotiations (SOWs, MSAs), and communicate effectively across IT, digital, and business stakeholders.

 

As an IT Service Delivery Manager, you will:

  • IT Operations & Reliability: Define and supervise system monitoring, backup policies, disaster recovery plans, and ensure a secure, scalable, and high-performing IT environment.
  • Policy & Governance: Develop and implement IT policies and procedures focused on safe computing and operational best practices.
  • Vendor & Contract Management: Collaborate with third-party vendors, manage IT contracts, and ensure alignment with business needs and compliance standards.
  • Stakeholder Engagement: Communicate technical concepts clearly to business stakeholders, contribute to IT strategy discussions, and support digital transformation initiatives.
  • Team Leadership & Performance: Lead onsite and offsite IT teams, establish KPIs, manage service level agreements (SLAs), and oversee service delivery effectiveness.

PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the flexibility to process multiple grades of crude, producing high-quality transportation fuels the world needs.
