This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this Maryland Port Administration (MPA) position/function only. All interested persons will need to re-apply for any future recruitment conducted for this classification.

The Maryland Port Administration (MPA) is a 205-employee transportation business unit within the Maryland Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. General Role Description:
MPA is seeking a motivated, positive, detail-oriented, and driven Commercial Contract/Leasing/Property Management professional to join the MPA's Office of Maritime Commercial Management & Strategic Initiatives. The primary responsibility of this position is to oversee the operation of The World Trade Center's mechanical systems, leasing & marketing program, and property management efforts in order to maximize the MPA's net operating income (NOI), ensure that all building occupants are safe, and to provide stellar customer service to World Trade Center (WTC) tenants.

Essential Duties and Responsibilities:
Some of the essential duties of this position include, but are not limited to the following:
  • Manages the Leasing Program and creates lease-related documents. Creates Right of Entry (ROE) documents for various operational projects

  • Collaborates with the WTC Broker to strategize and implement marketing measures to obtain new tenants. Collaborates with WTC Broker to retain current tenants via appealing renewal deals. Creates deal economics documents for presentation to the Director, Maritime Commercial Management & Strategic Initiatives for review/approval before presenting a letter of intent to client/tenant. Reviews market reports to understand trends & be better able to create appropriate deal economics

  • Oversees the building services provider's activities and manages their multi-million-dollar contract. Track building services provider's performance and obtain the required reports and documentation as needed. Monitor Minority Business Enterprise percentage compliance and process/review subcontractor documentation (i.e., background check reports, access badge requests, call-out documents, etc.)

  • Plan, coordinate and oversee capital repair/renovation Projects to the World Trade Center building

  • Review invoices, create cover sheets and back-up data packets of information, update multiple tracking documents and process them

  • Oversee, manage, and direct the work of assigned personnel

  • Oversee, coordinate and track building systems testing (i.e., elevator inspections, infrared testing, rooftop tie-off testing, eddy current testing, fire extinguishers inspections, switchgear annual testing, sprinkler system annual testing, boiler inspections, maintenance inspections, etc.)

The current vacancy exists at the Baltimore World Trade Center. This position reports directly to the MPA Director of Maritime Commercial Management & Strategic Initiatives.

Qualifications

Preferred Qualifications:
Education:
Possession of a Bachelor's degree from an accredited college or university.

Experience:
Eight (8) years of experience developing and writing and/or monitoring commercial contracts, leases, and/or concessions OR eight years (8) property management experience OR eight (8) years professional airport or maritime leasing experience.

Three (3) years of this experience must have involved the supervision of other employees or exercising responsibility for program development.

Two (2) years of experience working in the Federal Government.

Notes:

1. Additional directly related work experience may be substituted for the education requirement on a year-for-year basis for up to four years of the required education. Directly related experience is defined as developing, writing, and/or monitoring contracts, leases, and/or concessions for an airport operation or maritime operation.

2. Possession of sixty semester credit hours from an accredited college or university plus ten years of related experience developing, writing and/or monitoring contracts, leases, and/or concessions for an airport operation or maritime operation may be substituted for the required education and experience.

3. Possession of a law degree or Master's degree in a related field may be substituted for up to two years of the required work experience.

4. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.


Licenses & Certifications

1.) A current, Class C (Non Commercial) motor vehicle operator's license valid in the State of Maryland is required for this position. The applicable fields on this application regarding your Driver's License are required on this application for position eligibility.

2.) Employee will be required to obtain and maintain a Transportation Worker Identification Credential (TWIC) to gain unescorted access to Maryland Department of Transportation Maryland Port Administration facilities.
