Summary:

Directs the activities of and provides guidance to Distribution Third Party Attachment group. Ensure the timely delivery of complex distribution electrical engineering designs to the construction department or external contractors for system improvements, system maintenance projects and third party make ready to maintain the integrity and reliability of the DLCo T&D infrastructure along with meeting compliance requirements for make ready according to DLCo standard design practices.



Location: Hybrid, Pittsburgh PA at Woods Run Complex (see Hybrid Work, below)



Responsibilities:



  • Supervise and lead the Distribution Third Party Attachment Designers
  • Oversee Distribution Third Party Attachment processes to ensure compliance with construction standards, company policies, and national codes (FCC, NESC, etc.)
  • Coordinate with other departments to ensure projects are completed in a timely, cost-effective manner resulting in a high level of customer satisfaction.
  • Monitor and report on progress of all projects, both internally and externally designed, to ensure schedules are met and coordinated with all other support groups for timely availability of equipment and materials.
  • Oversee design work for third party make ready distribution system, both regulated and unregulated. Ensure excellent customer service, mitigate customer complaints, and manage customer expectations.
  • Ensure proper permitting is obtained for design work released to construction, including private property rights, and all necessary state, county, and municipal permits.
  • Directs the establishment and disciplined use of engineering design practices, project estimating, bill of material (BOM) compilation, and compatible unit (CU) used by DLC and contract resources.
  • Responsible for engineering projects to achieve safe, reliable, resilient service and aligns with customer in-service dates.
  • Develops third party attachment personnel to be safety-minded, technically competent, team-oriented, and highly productive.
  • Ensures safety is top of mind when issuing engineering drawings and performing work (field work, driving, etc.)
  • Demonstrating effective leadership through staff development, budget management, and communication and collaboration with other departments.
  • Provides business-case support for plans and budgets including alignment with DLC's goals and initiatives.
  • Ensure GIS mapping policies are followed and appropriates maps are updated after construction completion dates.
  • Participates in industry benchmarking and engagement events (EEI, EAPA, NEUC, etc.)
  • Testify, as directed by the Corporate Legal Department as an expert witness at PUC hearings and civil lawsuits.
  • Lead the damage assessment team during storm events.



Education and Experience:



  • Bachelor Science degree from an ABET accredited college/university required

    • Preferred disciplines: Electrical Engineering or Electrical Engineering Technology


  • Five (5) years related experience required
  • Valid driver's license is required for travel to and between sites
  • Master's degree or above preferred
  • Professional Engineering Licensure preferred



Scope:

Primary focus is on day-to-day management of operational execution also develops and exercises business plans, policies, and procedures. Contributes to proactive planning exercises of management team as requested. Trains and develops staff. Plans the workflow. Looks for areas of process improvement and directs available resources to accomplish this. Leads changes and implementations for direct team as pushed down through the organization.



Decision Impact:

Resolves problems of a greater complexity than the Supervisor level. Improves existing processes & systems using conceptualizing, reasoning, & interpretation skills. Solutions require through understanding of business strategies and issues. Defines broad based solutions that would require consideration of wider implications on organization results & resources.



Hybrid Work:

Position follows our hybrid work model, with a minimum of three days working in the office and the remaining days working remotely. Reporting location and frequency may be subject to change based on job role and department needs.



Storm Roles:

All Non-Union Employees will serve in storm roles as appropriate to their role and skillset. Utilize data to make business decisions as appropriate for the position, support data stewardship activities and partner with IT on underlying data needs.
