Volunteers of America-Greater New York (VOA-Greater New York) is an anti-poverty organization working to end homelessness in the New York area by 2050. We operate over 60 programs across New York City, Northern New Jersey and Westchester County including emergency, transitional and permanent housing. Our services extend to families experiencing homelessness, survivors of domestic violence, people living with HIV/AIDS, veterans, youth aging out of foster care, adults with behavioral health or substance use needs, and others in need, including a special education preschool program.

Position: Public Policy Manager (Hybrid Remote)



The Public Policy and Communications Manager will support our policy team's efforts to promote economic justice and create wealth building opportunities to end homelessness for the communities supported by VOA-GNY across region. The Public Policy and Communications manager will conduct research, analyze data from VOA-GNY programs and external sources to inform our positions on various issues and to develop written materials, social media content and other collateral to advance the policy priorities of VOA-GNY.



Location: New York, NY 10020



Minimum Qualifications:



  • Bachelor's degree and three to five years relevant experience in government relations, advocacy and research.
  • Must have excellent written and oral communication skills.
  • Experience planning and executing social media campaigns, researching and writing policy memos, writing and delivering testimony, and comfort with presentations and public speaking required. Other relevant knowledge, skills, and abilities include:


    • Research skills, government budget analysis, and legislative analysis
    • Knowledge of NY and NJ legislative and budget processes highly desirable
    • Comfort with engaging various stakeholders including elected and appointed officials, funders, other social service providers and persons with lived experience.
    • Knowledge of public assistance and housing programs including cash assistance, SNAP, rental assistance programs like City FHEPS and Section 8
    • Knowledge of workforce supports including childcare, transportation, tax credits and other programs
    • Ability to travel throughout NNJ and NYC to visit program sites and, flexibility to attend conferences out of town once or twice a year as needed
    • Lived experience and/or direct service experience confronting the challenges of homelessness, poverty, behavioral health challenges and intimate partner violence is desired.




Public Policy Manager Principal Responsibilities:



  1. Conduct research to inform a policy agenda that will improve the economic well-being of people at risk of or experiencing homelessness
  2. Work with VOA-GNY program and evaluation staff to collect information and data about the successes of our programming and opportunities for replication and expansion.
  3. Identify model programs and policies, including VOA-GNY's own innovative programming, that can help end homelessness and advance economic justice and access to wealth-building opportunities for our clients. Conduct analysis on replicability and scalability of interventions
  4. Analyze and track legislation in NY and NJ relevant to advancing the economic well-being of persons at risk of or experiencing homelessness.
  5. Build support for VOA-GNY advocacy priorities amongst key stakeholders by participating in relevant coalitions and taskforces.
  6. Track news and social media for trends and developments impacting our sector
  7. In cooperation with the Communications Department, create social media content and campaigns and other collateral to increase awareness of our policy goals and advocate for our core priorities.
  8. Create policy memos, white papers and testimony and partner with VOA-GNY Communications Department to craft newsletters, social media kits, author op-eds and create other materials to promote the advocacy agenda.
  9. Support the preparation of reports as needed for compliance with lobbying disclosure or funder requirements.
