Overview

Our Power Delivery group is seeking a Manager of Program Development to join our growing team. In this role, you'll drive success by identifying new project opportunities, shaping proposals, planning scope and budget, and managing execution through closeout. You'll serve as a bridge between business development, project management, and the project delivery engineering group - helping us grow client programs while leading multidisciplinary teams. Responsibilities

Every day in this role, you lead with purpose-taking ideas from concept to reality. You align internal teams, manage client needs, and lead cross-functional collaboration. You're the trusted advisor during the earliest stages of program planning and the driving force during execution. With every opportunity you pursue, you help shape the future of the business.

  • Program Startup & Transition: Launch new major projects and programs by establishing project-specific governance, best practices, and operating procedures. Once projects are stabilized, transition long-term operations and initiate the next major initiative
  • Project Development & Scoping: Identify and define new projects in collaboration with utility clients and internal teams. Shape scope, deliverables, and success criteria aligned with strategic goals
  • Proposal & Business Development: Lead the creation of competitive proposals and statements of work. Coordinate inputs across engineering, estimating, and legal teams. Support capture planning and opportunity strategy in partnership with senior leadership
  • Client Relationship Management: Serve as a primary point of contact during the development phase and into execution. Build trust with client stakeholders and maintain long-term relationships with utilities, developers, and industry partners
  • Project Planning & Execution: Plan, execute, and finalize projects according to schedule and budget. Develop and maintain project schedules, management plans, and quality assurance processes
  • Team & Resource Management: Lead project teams to ensure deliverables, safety, and performance metrics are met
  • Financial Oversight: Understand and work within budgeting and accounting frameworks. Monitor project financials and report regularly on performance
  • Reporting & Documentation: Generate internal and external reports as needed to track project status, risks, and next steps
  • Strategic Insight: Track trends in the power delivery space and help translate market needs into actionable plans. Provide feedback into market strategy and growth opportunities

Qualifications

  • Bachelor's Degree in Engineering (Electrical, Civil, or Mechanical) from an accredited university required
  • Minimum 7 years' experience in engineering, construction, or utility project management
  • Strong understanding of electrical transmission, substation, or distribution systems
  • Demonstrated experience in proposal writing, project scoping, or business development
  • Professional Engineer (PE) license strongly preferred
  • Familiarity with permitting, utility standards, and regulatory processes
  • Excellent communication, strategic planning, and negotiation skills
  • Working knowledge of MS Office 365 (Word, Excel, PowerPoint)
  • Familiarity with tools such as PLS-CADD, AutoCAD, ETAP
  • Proven ability to manage multiple priorities and drive results across teams
  • Travel is expected to be 25% - 50%, depending on project needs and client locations
